was received from City Management, Library and Recreation staff, and community surveys. <br />Background information obtained through development of the Library Strategic Plan was <br />used as the base for the Library and Recreation Strategic Plan. <br />In reviewing the strategic plan with commissioners Ms. Murphy commented on the Mission, <br />Vision and Values that set the foundation for the department. She noted: <br />• The 'Mission' states the purpose of the department —Start your journey here; Discover, <br />Connect, Enjoy <br />• The 'Vision' is the aspiration for the Library and Recreation Department — Inspiring a <br />vibrant community <br />• `Values' provides the basis for how the department achieves the mission and vision and <br />describes that the department stands for — Integrity, Collaboration, Customer Service, <br />Inclusiveness, Innovations <br />• Finally, 'Goals'— a) Programs, Plans and Services, b) Community Engagement, <br />Customer Service and Communication, c) Facilities and Technology, and d) <br />Organizational Effectiveness and Talent Management <br />Ms. Murphy commented on the Implementation Action Plan that has been put in place and <br />the accomplishments achieved with the Library Strategic Plan. <br />Chairperson Bowers felt it was a good Strategic Plan. He discussed the strategies outlined <br />for Goal B, the electronic newsletter aspect, and plans to include social media. Ms. Murphy <br />indicated there were plans to hire someone to assist in this aspect. Commissioner Brown <br />noted that Instagram was being used by young people and Facebook seemed to be what <br />older people used. <br />Commissioner Fields felt the Strategic Plan was more skewed to the library and there hasn't <br />been any focus for parks and recreation since 2014. She felt the Commission should have <br />been more involved with the strategy and questioned why the Adobe was indicated under <br />Human Services. Ms. Murphy provided information on who oversees programming. <br />Commissioner Fields felt that it appeared as though the Parks and Recreation Commission <br />was now only in charge of sports and aquatics and questioned what this was changed. Ms. <br />Murphy discussed that the Parks and Recreation Commission scope had not changed. She <br />also advised that the Parks and Recreation Master Plan could be updated to meet <br />Commissioner Fields concerns. <br />Commissioner Fields asked if another demographic study would be provided and Ms. <br />Murphy commented on the upcoming census for 2020. <br />Commissioner Hekl asked about programming to meet the needs of the community, noting <br />the top three areas of opportunity cited by respondents. Ms. Murphy indicated that staff <br />would love to receive information and ideas from the commission and staff is trying to get out <br />to meet people to learn what they like, both in the community and through surveys. <br />Commissioner Hekl indicated that she would like to be more involved in the process.
