• TPA will identify partners and develop engagement plans, as directed. <br />• TPA will share the TVC Legislative Framework and related policy documents with key <br />stakeholders, as directed: <br />o U. S. Congress <br />o U.S. President's Administration <br />o California State Legislature <br />o California Governor's Administration <br />o Alameda County Supervisors —District 1 and 4 and relevant County Departments <br />o Contra Costa County Supervisor —District 2 and relevant County Departments <br />o Other Regional Agencies (e.g. East Bay Regional Park District) <br />TPA will coordinate advocacy trips to Washington D.C., Sacramento, Congressional <br />District Offices, and other Regional Agencies: <br />o Conduct meeting in November annually with Mayors and City Managers to plan <br />and discuss advocacy trips to DC, Sacramento, and District Offices <br />o Discuss goals and objectives of advocacy trips and meetings with legislators and <br />stakeholders (see TVC schedule for exact date) <br />o Coordinate and attend Washington D.C. trip in January to coincide with U.S. <br />Conference of Mayors <br />o Schedule meetings with legislators and relevant agencies in Washington, D.C. <br />o Prepare briefing materials (TVC Framework, TVC Housing and Policy <br />Framework, TVC Fact Sheets, Meeting Agendas, Meeting Packet, and talking <br />points) <br />o Conduct a briefing for Mayors once in D.C. to review meeting schedule and <br />briefing materials <br />o Accompany Mayors to meetings and provide a written summary of each meeting <br />with any action items for follow-up <br />TPA will attend relevant meetings as it relates to the Tri -Valley Cities legislative framework <br />(e.g. League of California Cities, Alameda County Transportation Commission, Alameda -San <br />Joaquin Regional Rail Working Group, East Bay Regional Park District, BART Board, etc.) <br />Task 3 —Legislation <br />TPA will identify, analyze, and monitor State and Federal Legislation. TPA will search, <br />review, and track the progress of all bill introductions and legislative amendments <br />relevant to the legislative platform of the Tri -Valley Cities to assess and share their <br />potential impact. <br />TPA will craft testimony and position letters. TPA will prepare and submit written and <br />verbal testimony regarding legislation relevant to the Tri -Valley Cities. TPA will also <br />draft and deliver position letters to legislators and key officials on specific bill language. <br />• TPA will draft bill language and amendments for legislation, as required, to protect and <br />promote the legislative platform of the Tri -Valley Cities <br />7�Page <br />
