EXHIBIT A <br />SCOPE OF SERVICES <br />LEGISLATIVE ADVOCACY SERVICES <br />FOR TRI -VALLEY CITIES <br />October 1, 2019 to September 30, 2022 <br />Task 1 -Annual Planning Workshop <br />A planning workshop will be held between the Tri -Valley Cities Staff Liaisons and key members <br />of the Townsend Public Affairs (TPA) team in July each year of the contract. The meeting will <br />provide an opportunity to: <br />• Build relationships between staff from Tri -Valley Cities and Townsend Public Affairs <br />• Discuss and clarify roles and responsibilities <br />• Discuss principles to guide the legislative advocacy work <br />• Review Tri -Valley Cities Meeting Schedule <br />• Review Tri -Valley Cities Legislative Framework <br />• Identify staff assignments for projects/initiatives <br />• Discuss Legislative Correspondence Process <br />• Discuss Knowledge Expansion Opportunities for quarterly Mayors and Manager's <br />Meetings <br />• Discuss Action Plan content: goals and objectives, engagement strategy for each <br />project/initiative <br />• Discuss content for Kick-off Meeting/Orientation for City Managers and Mayors <br />• Discuss planning for Washington D.C. Visit in January <br />Task 2 -Legislative Advocacy <br />• TPA will use the Tri -Valley Cities Legislative Framework 2018-2020 and the Tri -Valley <br />Cities Housing and Policy Framework (as either document may be amended) to guide <br />advocacy efforts on behalf of the Tri -Valley Cities. <br />• TPA will develop and maintain a matrix that will show the bills the Tri -Valley Cities has <br />taken a position on. The matrix will provide a brief summary of the bill and note actions <br />that TPA has taken in regards to advocacy efforts. This matrix will be shared via email at <br />a time interval agreed upon with TPA and the Tri -Valley Cities Liaisons. <br />• TPA will work with Staff Liaisons to develop Fact Sheets for projects/initiatives, as <br />requested <br />• TPA will attend and present annually to each jurisdiction's City/Town Council meeting, <br />to be scheduled with Staff Liaisons (April or July). <br />• TPA will attend the quarterly Tri -Valley Cities City Council Dinner and provide a <br />presentation/update on legislative advocacy efforts. <br />6�Page <br />
