3. October 15, 2019 City Council meeting —Council votes on second reading of <br />Ordinance and signature page of JPA <br />Following City Council action, EBCE staff will conduct its internal technical analysis, <br />which evaluates impact on EBCE rates and GHG emission reductions by serving <br />Pleasanton. The EBCE Board will then review the technical analysis and consider <br />Pleasanton's membership request and votes on Resolution to include Pleasanton (or <br />not). The EBCE will then update the Joint Powers Agreement and files an amended <br />implementation plan to the CPUC before December 31, 2019. <br />Beginning in 2020, a Pleasanton councilmember is entitled to a seat on the EBCE <br />Board of Directors. Community outreach to the Pleasanton community will begin and <br />EBCE will initiate its outreach program. Enrollment in EBCE would most likely start in <br />Spring 2021 and EBCE enrollment will be reflected on customer PG&E bills within one <br />to three billing cycles thereafter. <br />CONCLUSION <br />While City staff remains concerned about the governance structure of EBCE, it also <br />notes that the most effective and efficient way to achieve future compliance with State <br />and local climate action goals is through early participation in EBCE. State regulatory <br />mandates are becoming more aggressive, and the City alone does not have the <br />resources or expertise to implement astand-alone CCA. Additionally, no regional CCAs <br />(e.g. MCE, etc.) are currently accepting new members from Alameda County <br />municipalities, thereby narrowing the two options available to the City of Pleasanton at <br />this time.
