Staff's evaluation and analysis followed the East Bay Community Energy Evaluation <br />Criteria, adopted by the City's Committee on Energy and the Environment (CEE; Exhibit <br />1). The criteria examine questions and concerns City Council and other members of the <br />community have expressed regarding EBCE. The evaluation is broken down into the <br />following major categories and the comprehensive report is included in Exhibit 2: <br />1. Program Enrollment and Cost <br />2. Environmental Benefits <br />3. Financial Viability &Risks and Uncertainties <br />4. Governance <br />DISCUSSION <br />The evaluation report provides detailed information in each of the four areas described <br />above and was not intended to draw a conclusion, but rather provide additional <br />information to be considered along with the policy objectives when discussing pursuing <br />joining community choice aggregation; overall program benefits and clean energy <br />options for Pleasanton's commercial and residential customers, potential cost savings <br />both for the City and its energy customers, impacts to reducing our carbon footprint, and <br />the City's Climate Action Plan goals. <br />There are 19 operational CCAs serving more than 10 million people in California, <br />including Marin Clean Energy, Sonoma Clean Power, CleanPowerSF (San Francisco), <br />Lancaster Circle Energy, Monterey Bay Community Power, and Peninsula Clean <br />Energy (San Mateo). <br />Should the Council wish to pursue joining a community choice aggregation program <br />there is a new CPUC timeline that must be considered now, which is in direct conflict <br />with the City's stated objective of evaluating EBCE for 12 -months of operation. (NOTE. <br />the 12 -month period for commercial accounts ended July 2019, the residential accounts <br />will not occur until November 2019). Per CPUC Resolution E-4907, parties wishing to <br />receive CCA service by 2021 must join in 2019. If Pleasanton joined a CCA in 2020, <br />service would not begin until 2022. This new requirement is designed to ensure that <br />CCAs have procured sufficient power generation resources to meet peak demand for <br />the coming year and fulfill their resource adequacy obligations. <br />For example, if the City wished to join East Bay Community Energy for service in 2021, <br />Council would need to act no later than October 1, 2019, which includes the following <br />steps: <br />1. City Manager to sign PG&E Forms 79-1030 & 79-1031 to request Pleasanton PG&E <br />data —this analysis evaluates the cost of service to prospective new communities, <br />and helps EBCE forecast future load scenarios <br />2. October 1, 2019 City Council meeting —Council votes on EBCE Ordinance and <br />Resolution to join EBCE's Joint Powers Authority <br />Page 3 of 4 <br />
