Is there a robust plan to ensure all customers get opt -out notices and in a timely <br />manner? <br />Consider: <br />• Are there complaints during the opt -out process? <br />• Does EBCE have an effective customer complaint resolution mechanism? <br />• If there's an EBCE exit fee (e.g., Departing Load Fee) for opting out of EBCE <br />post the official opt -out period, is the fee clearly represented on the opt -out <br />notices? <br />2. Are EBCE rates competitive? <br />Consider: <br />• Near- and longer- term rates when compared to PG&E's, especially if more <br />expensive local renewable power comes on line? Estimate the potential <br />savings, if any, for Pleasanton customers, as a whole, and City facilities, in <br />particular, had Pleasanton participated in EBCE for, say, 2018. <br />• Are competitive rates offered for low-income customers? <br />• Are the rates equitable for different customers depending on usage <br />characteristics and cost of service? <br />• How do the net metering rates compare to PG&E's? <br />• How do EBCE rates compare to other successful CCAs' rates in their first <br />years? <br />3. How much will it cost the City to join EBCE? Are there penalties for joining late? <br />Environmental Benefits <br />4. Are EBCE products cleaner than PG&E's? <br />Consider <br />• Does the projected portfolio of energy sources exceed the State's <br />Renewables Portfolio Standard (RPS)? <br />• Is EBCE meeting or exceeding the State's RPS by relying on unbundled <br />Renewable Energy Certificates? <br />• Are the GHG emissions reductions achieved by EBCE's portfolio largely a <br />result of reliance on large hydro or nuclear? <br />
