Direct staff to initiate a timeline of formal actions by the City Council to achieve <br />this objective in calendar year 2021. <br />FINANCIAL STATEMENT <br />Adoption of the actions contained herein will not result in any costs to the City. There, <br />however, will be costs and staff time associated with initiating this effort and conducting <br />public outreach for the rollout of EBCE. Staff anticipates augmenting EBCE public <br />information activities with internal resources, including staff coordination and City - <br />sponsored public information materials. <br />BACKGROUND <br />Assembly Bill (AB) 117, the Community Choice Aggregation Law, passed in September <br />2002, after the California electricity crisis of 2000 and 2001 that resulted in statewide <br />electricity shortages and extensive price fluctuations. AB 117 allows local governments <br />to administer energy efficiency programs using funds collected from electric ratepayers <br />and allows local governments to purchase wholesale electricity to service its citizens <br />and businesses. This bill is intended to force investor-owned utilities (IOUs) to compete <br />for electricity customers' business, and, through this competition, to compel CCAs and <br />IOUs to invest in greener energy than the California Renewables Portfolio Standards <br />(RPS) requires. In September 2006, AB 32 established a statewide goal to lower GHG <br />emissions to 1990 levels by 2020. The City of Pleasanton adopted a Climate Action <br />Plan (CAP) in 2012 with GHG reduction targets consistent with AB 32. The City is <br />beginning the process to draft a CAP 2.0 with even more aggressive GHG reduction <br />targets by 2030 and beyond. <br />EBCE was established in October 2016, in accordance with AB 117, by Alameda <br />County, Albany, Berkeley, Dublin, Emeryville, Fremont, Hayward, Livermore, Oakland, <br />Piedmont, San Leandro, and Union City. Commercial and municipal customers began <br />receiving EBCE's electricity in June 2018, and residential customers began in <br />November 2018. EBCE purchases the electricity for its customers and partners with <br />PG&E who delivers the power, maintains the grid, and handles billing. <br />EBCE is anot-for-profit joint powers authority (JPA) run by board members from each <br />participating jurisdiction and has a Community Advisory Committee (CAC) that has a <br />seat at the board's table and represents the community. All profit is to be reinvested <br />back into the local community (in this case Countywide) to create jobs, programs, and <br />power projects. <br />The City of Pleasanton has been studying CCAs since AB 117's passage. In February <br />2010, the City of Pleasanton's consultant, Energy Solutions, developed the Energy <br />Efficiency Conservation Strategy.' Community Choice Aggregation. In June 2016, <br />Environmental Science Associates further investigated the feasibility of joining a CCA in <br />Alameda County. The City also was a member of the Steering Committee for the <br />formation of EBCE. In October 2016, City Council decided not to join EBCE. Staff was <br />directed to evaluate EBCE's operations for one year before making a recommendation <br />to Council to join (or not) the community choice program. <br />Page 2 of 4 <br />
