They have a rate comparison worksheet that educates customers <br />on how to calculate and compare their EBCE bill to that of PG&E (Attachment 4). This <br />tool helps customers see their potential savings by switching to EBCE. <br />EBCE also has a Marketing and Account Services Team dedicated to resolving <br />customer complaints. They currently contract with the Sacramento Municipal Utility <br />District (SMUD) to manage the call center. While SMUD handles common questions <br />and requests, EBCE staff manages the more complex calls. If Pleasanton were to join <br />EBCE, it will be essential to learn from others' experience and collaborate closely with <br />EBCE to reinforce public outreach before the City begins receiving electricity from the <br />CCA. <br />In addition to making sure the EBCE enrollment process is transparent and easy to <br />navigate, another important consideration is whether or not joining EBCE would be cost <br />effective for the community. <br />In communications with staff, EBCE's Director of Public Policy and Public Engagement <br />Manager have indicated that if the City of Pleasanton joins EBCE in the near future, the <br />City would join free of charge with no late fees or penalties. However, EBCE's Board of <br />Directors may contemplate imposing fees in the future. It is unknown at this time when <br />they might impose such fees or how much they might be. <br />EBCE offers to its customers three service options with three different electricity source <br />compositions. These service options operate the same way for residents and <br />businesses alike. Bright Choice is the basic service and most commonly used. Its <br />electricity makeup is 19% solar, 19%wind, 47% large hydroelectric, and at least 85% <br />carbon -free. This electricity source makeup is most comparable to that of PG&E's <br />standard plan, which is comprised of 34% nuclear, 15% natural gas, 13% large <br />hydroelectric, 18% solar, and 10% wind energy. EBCE has pegged its rates to PG&E's <br />to ensure that Bright Choice costs 1.5% less than PG&E's standard plan.
