Sending letters from the <br />City on letterhead explaining a decision to join EBCE can be helpful too. <br />3. The combined PG&E and EBCE bill was a source of confusion. While EBCE <br />procures the electricity, PG&E continues to deliver it to customers and handle <br />billing. Figures 1 and 2 illustrate customer bills before and after joining EBCE, <br />respectively. The "before" bill is broken down into electric charges and gas <br />charges. The "after" bill is broken down into PG&E electric delive charges, gas <br />charges, and EBCE electric generation charges. <br />Some customers associated an extra line of costs in their bill with higher <br />expenses without realizing that the previous PG&E electricity charges, which <br />included both generation and delivery, are now broken out to EBCE's generation <br />and PG&E's delivery costs.
