BACKGROUND <br />The application was reviewed by the Planning Commission at a public hearing held on <br />August 14, 2019. Detailed information on this meeting is provided in Attachment 4, draft <br />excerpt of the Planning Commission minutes. At the hearing, one nearby tenant (Anne <br />Stark), one resident of the Danbury Park neighborhood (Robert Gonella), and the <br />project applicant spoke. The nearby tenant and resident spoke in opposition to the <br />project, expressing concerns with public safety and parking adequacy. The applicant <br />spoke to the proposed business operations, including measures to be employed to <br />ensure safety of the facility for participants and others. The Planning Commission <br />discussed the concerns raised by the speakers, the classification of the proposed use, <br />whether the proposed location was appropriate, and whether the proposed safety <br />measures would be adequate. <br />After deliberation, the majority of the Commission concluded that the use was <br />appropriate at this location, although suggested there should be a limit on participants' <br />alcohol consumption to help ensure the safety of participants and the public in general. <br />The Commission added the following condition of approval: <br />Alcohol service for axe -throwing participants shall be limited to a maximum of two <br />drinks per hour, per axe -throwing participant. <br />With the added condition, the Commission approved the project by a 4-1 vote <br />(Commissioner Allen dissenting). In making her vote, Commissioner Allen expressed <br />concern that the use was more similar to a gun range than to bocce ball or bowling. <br />Commissioner Allen also did not support the location of the axe -throwing lounge within <br />a neighborhood shopping center, and indicated she had safety concerns about the use <br />in conjunction with the service of alcohol. Following the decision to elevate this <br />application to the City Council, Commissioner Allen also submitted some additional <br />thoughts and materials regarding alcohol consumption which is provided in Attachment <br />5. <br />On August 20, 2019, in accordance with the provisions of PMC Section 18.144.010 — <br />City Council Review, the Council voted to call the Planning Commission's action up for <br />review. Accordingly, the application is now before the City Council for review and <br />action. <br />For a complete project description and staff analysis of the application, please refer to the <br />August 14, 2019, Planning Commission agenda report in Attachment 3. Topics addressed <br />in the agenda report include land use, operations including the operation of the axe - <br />throwing activity, service of alcohol, and noise, traffic and parking. <br />PUBLIC NOTICE AND COMMENTS <br />Notices of this application were sent to surrounding property owners and tenants within <br />a 1,000 -foot radius of the site.
