THE CITY OF <br />-�� ��°°��� :��ir'`°' CITY COUNCIL AGENDA REPORT <br />�L£�S�4NTON, <br />September 17, 2019 <br />Community Development <br />Planning Division <br />TITLE: REVIEW OF THE PLANNING COMMISSION'S APPROVAL OF A <br />CONDITIONAL USE PERMIT APPLICATION TO OPERATE AN INDOOR <br />AXE -THROWING LOUNGE LOCATED AT 1809 SANTA RITA ROAD, <br />SUITES A & B <br />SUMMARY <br />Under consideration is whether a conditional use permit (CUP) should be granted to <br />allow an indoor axe -throwing lounge within an existing tenant space at 1809 Santa Rita <br />Road, Suites A & B, within the Valley Plaza shopping center. While axe -throwing <br />lounges are not specifically listed in the Pleasanton Municipal Code (PMC), staff <br />suggests the use could be classified in the "bowling alleys, pool halls, indoor bocce <br />courts, and other similar uses" category of the PMC, which, at this location, requires <br />approval of a CUP. The Planning Commission approved the CUP on August 14, 2019 <br />subject to conditions of approval. Pursuant to PMC Section 18.144.010 City Council <br />Review, on August 20, 2019, the Council majority voted to call the action of the <br />Planning Commission up for review. Accordingly, the application is before the City <br />Council, who may confirm the Planning Commission's approval without changes, modify <br />the approval (e.g., by modifying or adding conditions), or overturn the Planning <br />Commission's decision (i.e., deny the CUP). <br />PLANNING COMMISSION ACTION <br />On August 14, 2019, the Planning Commission, on a 4-1 vote (Commissioner Allen <br />dissenting), approved the subject application based on the project analysis and CUP <br />considerations, and subject to nineteen Conditions of Approval. The Planning <br />Commission's findings and conditions of approval are included in the Planning <br />Commission Resolution of approval (Attachment 2). The Planning Commission agenda <br />report and excerpted minutes are included as Attachments 3 and 4. <br />RECOMMENDATION <br />Adopt the draft resolution upholding the Planning Commission's approval of Case No. <br />P19-0140, subject to the Conditions of Approval in Exhibit A of Attachment 1. <br />FISCAL IMPACT <br />No fiscal impacts to the City or public services are anticipated. <br />
