BACKGROUND <br />The City of Pleasanton is a member of the Tri -Valley Transportation Council (TNTC), a <br />Joint Exercise of Powers Agreement (JPA) in which participating jurisdictions have <br />adopted the Tri -Valley Transportation Development (TVTD) Fee for developments <br />located in their jurisdictions. When granting a land use entitlement for new development, <br />the TVTD Fee is collected, transmitted to the TNTC, and ultimately used for regional <br />transportation projects as provided in the TNTC JPA. <br />The TNTC has historically imposed the TVTD Fee on Accessory Dwelling Units and <br />Second Dwelling Units. The general definition of an Accessory Dwelling Unit (ADU) or a <br />Secondary Dwelling Unit (SDU) is an attached or detached residential dwelling unit that <br />provides independent living facilities for one or more persons. A unit includes facilities <br />for living, sleeping, eating, cooking and sanitation on the same lot as the single-family <br />dwelling. <br />In recent years, the California legislature has adopted new laws to reduce development <br />fees for ADUs and SDUs, streamline the local approval process, and has taken other <br />actions to support ADUs and SDUs to address the production of affordable housing.' <br />DISCUSSION <br />By reducing the TVTD Fee for ADUs and SDUs from $1,860 to zero ($0), the TNTC will <br />reduce economic barriers and improve opportunities to build ADUs and SDUs in the <br />region.
