Attachment 1 <br />TRI -VALLEY TRANSPORTATION COUNCIL <br />RESOLUTION NO. 2019-03 <br />A RESOLUTION RECOMMENDING RESETTING THE ACCESSORY DWELLING <br />UNITISECONDARY DWELLING UNIT FEE IN THE TRI -VALLEY TRANSPORTATION <br />COUNCIL DEVELOPMENT FEE PROGRAM <br />WHEREAS, the TVTC desires to support more affordable housing in the Tri -Valley to <br />help address the housing crisis; and <br />WHEREAS, the California Department of Housing and Community Development <br />("HCD") has advised that a way for local jurisdictions to encourage the development of <br />accessory dwelling units ("ADU") is to reduce or eliminate fees; and <br />WHEREAS, pursuant to Section 6(b) of the Joint Exercise of Powers Authority ("JEPA"), <br />the TVTC Board can recommend fee amounts; and <br />WHEREAS, the TVTC recommends setting the ADU/SDU fee at $0 in order to support <br />the development of affordable housing in the Tri -Valley area. <br />NOW THEREFORE BE IT RESOLVED THAT: <br />1. The TVTC finds that the foregoing recitals are true and correct and are <br />incorporated into this Resolution; and <br />2. The TVTC recommends setting the TVTD Fee for Accessory Dwelling <br />Unit/Secondary Dwelling Units at $0. <br />3. The NTC recommends member agencies implement this fee by September <br />30, 2019. <br />PASSED, APPROVED AND ADOPTED at the meeting of July 15, 2019, by the <br />following votes: <br />AYES: Narum, Munro, Andersen, Perkins, Josey, Stepper <br />NOES: None <br />ABSENT: Haggerty <br />ABSTAIN: None <br />
