Mr. Ingram provided a PowerPoint presentation and noted that in the City of Pleasanton <br />Human Services Needs Assessment Updated Strategic Plan 2018-2022, the commission <br />recommended the strategic action to Revise Human Services Commission Grant -making <br />Protocols/RFPS including exploration of multi-year contracts with core safety -met service <br />providers, He advised that at the April 17, 2018 meeting, City Council authorized the <br />exploration of a multi-year service agreement concept that would help address the Tri -Valley's <br />most critical human service needs. <br />Commissioners were informed that while this agenda item will ultimately lead to exploring a <br />multi-year service agreement, the commission first needs to identify a Tri -Valley critical human <br />service need from the seven needs addressed in the City of Pleasanton Human. Services <br />Needs Assessment Updated Strategic Plan. 2018-2020. <br />Commissioner Clare asked about service. provider initiatives and Commissioner Hayes <br />questioned whether funds would be taken from the grant allocated funds and expressed <br />concern about any possible negative impact this might have on other programs and services. <br />She was concerned about funds not being able to support these other entities. <br />Mr. Ingram advised that staff is recommending .Mental Health / Behavioral Health as the most <br />critical human service need that should be identified. <br />Commissioner Clare asked for information about the previous years funding allocation. She <br />indicated she likes the staff recommendation and didn't believe much funding had been given <br />to this in.the past. Mr. Ingram provided information about the previous year's funding amount. <br />Commissioner Hayes asked for confirmation that other agencies would be allowed to request <br />funding in the same area, if one organization was being awarded. a multi-year service contract. <br />Mr. Ingram provided Commissioner Carlucci information about the RFP process and advised <br />Commissioner Powers that agencies likes Child Care Links/Hively and -Tri -Valley Haven would <br />still be eligible to apply for grant.funding. <br />Chairperson Parikh wished to consider other items as a critical human service need or could <br />accept the staff recommendation. Commissioner Carlucci stated this was the need that <br />jumped out to him. . <br />Commissioner Hayes questioned whether accepting this critical need meant it would remain <br />the priority for five year. Mr. Ingram confirmed that would be the case, but that the commission <br />could also choose an additional priority the next year. <br />Chairperson Parikh suggested the commission identify its most critical human service need <br />and recommend the amount -of funds it would like to be recommended. Mr. Ingram and <br />commissioners discussed reasons for including a funding amount. <br />Commissioner Hayes questioned whether the critical need title should be. changed to Health <br />Care / Behavioral Health. Commissioners discussed this and Commissioner Carlucci <br />Human Services Commission <br />August 7, 2019 <br />Page 5 . . <br />
