• Construct the following new buildings and structures: <br /> o An approximately 1,290-square-foot drive-through carwash building; <br /> o An approximately 3,311-square-foot fuel station canopy, which would be located <br /> over reconstructed pump islands with two additional fuel pumps for a total of six <br /> fuel pumps (12 dispensers); <br /> o An approximately 3,034-square-foot 7-Eleven convenience store; and <br /> o New trash enclosure. <br /> Operation <br /> • Cease operation of the existing smog check business; <br /> • Maintain operation of a 24-hour 7-Eleven convenience store with the sale of <br /> alcoholic beverages; <br /> • Maintain operation of the existing 24-hour self-service fuel station; and <br /> • Operate a self-service drive-through carwash from 7 a.m.-10 p.m. <br /> Site Development <br /> • Shift the existing driveway on W. Las Positas Boulevard 10 feet easterly; <br /> • Eliminate the existing driveway from Hopyard Road to the existing 7-Eleven <br /> convenience store; <br /> • Widen the southernmost driveway at the existing Shell station on Hopyard Road <br /> from 35 feet to 40 feet; <br /> • Eliminate the existing internal drive aisle connecting the 7-Eleven convenience store <br /> site to the adjoining church property to the south; <br /> • Remove existing trees that would be impacted by the proposed project and <br /> landscaping between the Shell fuel station and 7-Eleven store; <br /> • Install new landscaping on the project site; <br /> • Modify on-site circulation and install 17 parking spaces and a loading space; <br /> • Add one underground fuel storage tank for diesel fuel; <br /> • Install four bioretention areas in the landscape planters to treat on-site stormwater <br /> runoff prior to being discharged to the City stormwater system; and <br /> • Install a bicycle rack and locker near the convenience store between the parking and <br /> the loading area. <br /> Signage <br /> While conceptual signs are shown on the plans, signage is not proposed with this <br /> application. A comprehensive sign program for the project will be reviewed by staff as a <br /> Sign Design Review application. <br /> PUD-134/P18-0332/P18-0334 Planning Commission <br /> Page 8 of 24 <br />he sale of alcoholic beverages and a drive- <br /> through carwash in conjunction with the existing gas station? <br /> Commissioners unanimously supported the proposed rezoning and uses. <br /> Discussion Point No. 2: <br /> Should the proposed triangular-shaped building be revised to a rectangular-shaped building <br /> oriented perpendicular to Hopyard Road, and to eliminate the loading space? <br /> The Commission unanimously concurred that the proposed shape and orientation of the <br /> convenience store building were acceptable and supported the loading space. <br /> Discussion Point No. 3: <br /> Are the proposed site plan, circulation, and parking acceptable? <br /> PUD-134/P18-0332/P18-0334 Planning Commission <br /> Page 3 of 24 <br /> a <br /> convenience market that would include the sale of alcoholic beverages, the applicant requests <br /> the current zoning of the site be changed in order to allow the proposed project. <br /> The proposed Planned Unit Development-Commercial (PUD-C) zoning would require a <br /> Conditional Use Permit (CUP) for the service station with convenience market with the sale of <br /> PUD-134/P18-0332/P18-0334 Planning Commission <br /> Page 2 of 24 <br />
