P <br /> / <br /> Circulation and Access <br /> Vehicular access to the site is currently provided from four existing driveways: three <br /> driveways are located on Hopyard Road and one driveway is located on W. Las Positas <br /> Boulevard. The proposed development would modify vehicular access as follows: <br /> • the existing 35-foot wide driveway on W. Las Positas Boulevard would be shifted <br /> easterly by 10 feet to provide a better alignment with the carwash exit; <br /> • the existing southernmost drive aisle on Hopyard Road that provides direct access <br /> to the existing 7-Eleven store would be removed; <br /> • the existing "middle" driveway on Hopyard Road would be modified and its width <br /> would be increased from 35 feet to 40 feet; and <br /> • the existing internal drive aisle connecting the existing convenience store site to the <br /> adjoining church site to the south would be removed. <br /> Proposed Structures and Use <br /> Convenience Store: The convenience store is proposed as a triangular-shaped <br /> "home-plate" design, with the front face of the building oriented northeast towards the <br /> Hopyard Road/W. Las Positas Boulevard intersection. The floor plan, shown in Figure 6, <br /> includes a sales area, merchandise display, coolers, and restrooms; a "backroom" area that <br /> would accommodate storage, an office, and an electrical room. <br /> PUD-134/P18-0332/P18-0334 Planning Commission <br /> Page 9 of 24 <br />ed the proposed rezoning and uses. <br /> Discussion Point No. 2: <br /> Should the proposed triangular-shaped building be revised to a rectangular-shaped building <br /> oriented perpendicular to Hopyard Road, and to eliminate the loading space? <br /> The Commission unanimously concurred that the proposed shape and orientation of the <br /> convenience store building were acceptable and supported the loading space. <br /> Discussion Point No. 3: <br /> Are the proposed site plan, circulation, and parking acceptable? <br /> PUD-134/P18-0332/P18-0334 Planning Commission <br /> Page 3 of 24 <br /> a <br /> convenience market that would include the sale of alcoholic beverages, the applicant requests <br /> the current zoning of the site be changed in order to allow the proposed project. <br /> The proposed Planned Unit Development-Commercial (PUD-C) zoning would require a <br /> Conditional Use Permit (CUP) for the service station with convenience market with the sale of <br /> PUD-134/P18-0332/P18-0334 Planning Commission <br /> Page 2 of 24 <br />
