Parking, Circulation, and Driveways <br /> Parking <br /> Similar to other development standards, the PUD zoning allows flexibility in the application of <br /> the parking requirements for a project. For comparison and discussion purposes, the <br /> Pleasanton Municipal Code (PMC) requires self-service stations to provide one space per <br /> employee on the maximum shift plus one extra parking space. Convenience stores are <br /> required to provide one parking space for each 150 square feet of gross floor area. The <br /> applicant stated that there would be not be an employee dedicated to the fuel station — i.e. that <br /> the convenience store's employee would also be responsible for the operation of the fuel <br /> station. Based on one employee for both the convenience store and the fuel station, and <br /> proposed 3,034 square foot convenience store, a total of 21 parking spaces would generally <br /> be required by the PMC. The proposal would provide 17 on-site parking spaces, which is four <br /> spaces less than the PMC requirements. <br /> The applicant has stated since the convenience store and fuel station would be located on the <br /> same parcel, it is typical for some of the convenience store customers to also be getting fuel, <br /> leaving their vehicle parked at the pump while they visit the store. Therefore, the applicant <br /> believes that the car spaces at the pumps should be counted as part of the proposed parking <br /> spaces. A maximum of 12 vehicles could be parked at the pumps, resulting in 29 proposed <br /> spaces per the applicant's reasoning. <br /> While some patrons may visit the convenience store while parked at the fuel pumps, there may <br /> be other patrons who would visit the store without getting fuel or choose to move their vehicle <br /> rather than leaving it parked at the pump. For the recently constructed 7-Eleven convenience <br /> store at the Valero station on Santa Rita Road, which has PUD zoning, the applicant provided <br /> 16 spaces where 17 spaces were otherwise required by the PMC. Staff and the Commission <br /> supported the proposed parking in that instance. To date, staff has not received any <br /> complaints or observed any parking issues at the Valero 7-Eleven since it began operation in <br /> August 2016. Staff also supports the number of spaces included in the proposed project due to <br /> a low employee count (one per shift) and the likelihood that a proportion of convenience store <br /> customers would leave their cars at the pump while paying for gas or making a purchase at the <br /> store. <br /> Circulation <br /> Vehicular access to and from the project site would continue to be from W. Las Positas <br /> Boulevard and Hopyard Road via three driveways (a reduction of one driveway from <br /> existing conditions). Vehicles would continue to make right-turns into and out of the site <br /> from either the W. Las Positas Boulevard or Hopyard Road driveways. The existing internal <br /> drive aisle between the project site and the adjoining church property to the south would be <br /> eliminated. <br /> Pedestrian access from the existing Hopyard Road sidewalk to the convenience store is <br /> proposed via a concrete walkway. The proposed walkway is five-feet wide for the first 20 <br /> feet from the Hopyard Road sidewalk and then it widens to eight feet. Staff recommends <br /> the entire width of the walkway be eight feet to ensure adequate pedestrian access <br /> between the landscape area to the south and a truck loading stall to the north.
