PLANNING COMMISSION RECOMMENDATION <br /> The Planning Commission at its June 26, 2019, meeting, recommended the DSP <br /> proceed, with certain modifications (discussed in further detail in this report). <br /> RECOMMENDATION <br /> Staff recommends the City Council take the following actions: <br /> 1. Adopt a resolution certifying the FEIR for the Downtown Specific Plan Update; <br /> making Findings Related to Significant Impacts and Alternatives; adopting a <br /> Statement of Overriding Considerations; adopting the Mitigation Monitoring <br /> Reporting Program; and adopting a water supply assessment, as identified in <br /> Attachment 1 ; <br /> 2. Adopt a resolution rescinding the 2002 Downtown Specific Plan; approving <br /> amendments to the General Plan, the Downtown Design Guidelines, and the <br /> Downtown Hospitality Guidelines; and adopting the updated Downtown Specific <br /> Plan, as identified in Attachment 2; <br /> 3. Introduce an ordinance approving changes to the zoning designations for certain <br /> properties, as identified in Attachment 3; and <br /> 4. Introduce an ordinance amending chapter 17.24 (Transportation Systems <br /> Management) and Title 18 (Zoning) of the Municipal Code to implement the <br /> policies of the updated Downtown Specific Plan, as identified in Attachment 4. <br /> FINANCIAL STATEMENT <br /> The cost to prepare the DSP Update, including any policies that might be modified as <br /> the result of the City Council's direction, and accompanying Environmental Impact <br /> Report, has been funded as part of past and current fiscal year budgets. No additional <br /> fiscal impact is anticipated as a result of the City Council's action. <br /> TASK FORCE AND PLANNING COMMISSION RECOMMENDATIONS <br /> The Task Force appointed to update to the 2002 Downtown Specific Plan held its first <br /> meeting in January of 2017. Since then, the Task Force has been regularly meeting to <br /> receive public input and technical information related to the update, and to provide <br /> guidance on various elements of the update. Figure 1 provides an overview of the key <br /> milestones of the DSP update. <br /> Page 2 of 18 <br />
