THE CITY OF 22 <br /> -L <br /> --� CITY COUNCIL AGENDA REPORT <br /> pL£7ASANTON. <br /> August 20, 2019 <br /> Community Development <br /> TITLE: PUBLIC HEARING: DOWNTOWN SPECIFIC PLAN UPDATE — CONSIDER <br /> THE FOLLOWING: (1) ADOPTION OF A RESOLUTION CERTIFYING THE <br /> FINAL EIR; ADOPTING A STATEMENT OF OVERRIDING <br /> CONSIDERATIONS; A MITIGATION MONITORING REPORTING <br /> PROGRAM; AND A WATER SUPPLY ASSESSMENT; (2) A RESOLUTION <br /> APPROVING AMENDMENTS TO THE GENERAL PLAN, THE DOWNTOWN <br /> DESIGN GUIDELINES, THE DOWNTOWN HOSPITALITY GUIDELINES; <br /> RESCINDING THE 2002 DOWNTOWN SPECIFIC PLAN; AND ADOPTING <br /> THE UPDATED DOWNTOWN SPECIFIC PLAN; (3) INTRODUCE AN <br /> ORDINANCE APPROVING CHANGES TO ZONING DESIGNATIONS; (4) <br /> INTRODUCE AN ORDINANCE AMENDING CHAPTER 17.24 <br /> (TRANSPORTATION SYSTEMS MANAGEMENT) AND TITLE 18 (ZONING) <br /> OF THE MUNICIPAL CODE TO IMPLEMENT POLICIES OF THE UPDATED <br /> DOWNTOWN SPECIFIC PLAN, AS FILED UNDER CASE P18-0050 <br /> SUMMARY <br /> The Downtown Specific Plan Update has been underway since January 2017 with <br /> guidance from an appointed Task Force. A draft Downtown Specific Plan (DSP) was <br /> released for public review and comment in November 2018, reflecting the input and <br /> direction of the Task Force, Planning Commission, and City Council. Since release of <br /> the public draft, staff has solicited public feedback from various stakeholders and City <br /> commissions and subcommittees. The DSP received a recommendation for approval <br /> from the Task Force at its final meeting on May 28, 2019, and from the Planning <br /> Commission on June 26, 2019. Adoption of the DSP, and related actions, including <br /> conforming changes to the City of Pleasanton General Plan, and Municipal Code, and <br /> certification of the Environmental Impact Report are now before the City Council. <br /> The "Background" section of this report provides a summary of the DSP process and <br /> document, summarizes the actions and recommendations made by the Task Force and <br /> Planning Commission, and highlights key policy topics that have been part of the <br /> discussion. Staff is specifically requesting City Council direction on one remaining topic: <br /> projects that would require approval of a Planned Unit Development (PUD) <br /> development application, as detailed in the "Discussion" section. <br /> TASK FORCE RECOMMENDATION <br /> The Task Force at its May 28, 2019, meeting, recommended the DSP proceed, <br /> reflecting certain direction provided by the Task Force at its February 26, 2019, meeting <br /> (discussed in further detail in this report). <br /> Page 1 of 18 <br />
