The Task Force considered and provided direction on five key policy items that
had arisen from the Draft DSP review process. Some of these recommendations
differed from the policy direction previously endorsed by the Task Force and thus
reflected in the November 2018 draft DSP. Following the Task Force meeting, concerns
were raised by members of the public on some aspects of the changed policy direction.
As a result, the City Council discussed and provided additional direction on the five
policy topics at meetings on April 16 and May 7, 2019, with the intent that direction be
incorporated into the final DSP.
Task Force Action
Following the April and May 2019 City Council meetings, the Task Force held its final
meeting on May 28, 2019 to provide direction on adoption of the DSP. It recommended
moving the Draft Plan forward for adoption, incorporating the direction it provided at its
February meeting, even where that direction differed from that provided by City Council.
The Task Force's actions on February 26 regarding key topics, including: ground-floor
residential uses, development standards, and land use modifications requested by
property owners are summarized in the June 26, 2019, Planning Commission report
(please refer to Table 1 in Attachment 5).
Planning Commission Action
The Planning Commission considered its recommendation for adoption of the DSP at its
June 26, 2019 meeting. After discussion of various policy topics, including some of
those that had been previously considered by the Task Force and City Council, the
Commission provided a favorable recommendation to the City Council, for the most part
following the City Council's April/May direction on the five policy topics.
