Resolution No. PC-2019-19
Page Two
1 . Preservation of the natural beauty of the City and the project site's relationship to it;
2. Appropriate relationship of the proposed building to its site, including transition with
the streetscape, public view of the buildings, and scale of the buildings within its site
and adjoining buildings;
3. Appropriate relationship of the proposed building and its site to adjoining areas,
including compatibility of architectural styles, harmony in adjoining buildings,
attractive landscape transitions, and consistency with neighborhood character;
4. Preservation of views enjoyed by residents, workers within the city, and passersby
through the community;
5. Landscaping designed to enhance architectural features, strengthen vistas, provide
shade, and conform to established streetscape;
6. Relationship of exterior lighting to its surroundings and to the building and adjoining
landscape;
7. Architectural style, as a function of its quality of design and relationship to its
surroundings; the relationship of building components to one another/the building's
colors and materials; and the design attention given to mechanical equipment or
other utility hardware on roof, ground or buildings.
8. Integration of signs as part of the architectural concept; and
9. Architectural concept of miscellaneous structures, street furniture, public art in
relationship to the site and landscape.
The proposed development includes the construction of one new single-family
residence on an approximately 2.24-acre vacant lot. The lot has steep up-slopes toward
the west and the lot is somewhat visible from Foothill Road. Most of the existing
vegetation on the lot is dispersed over the south and east sides of the lot and generally
outside of the approved building envelope. The proposed residence is wholly within the
approved building envelope on the lot, generally avoids the steepest slopes on the lot,
and does not conflict with the dense vegetation toward the south and east sides of the
lot. Two Heritage-sized trees are proposed for removal, but an extensive landscape
plan is proposed which includes planting approximately 37 24-inch box-size trees
on-site as well as other smaller plants and shrubs. Additionally, the applicant will also
contribute the value of the removed trees to the City's Urban Forestry Fund. The
Planning Commission finds the proposed development on the site relates well to the
site's built features and is sensitive to the site's natural features, vegetation and
topography. The Planning Commission finds that the proposed development considers
preservation of the natural beauty on the site and maintains an appropriate relationship
to the landscape.
The neighborhood includes a mixture of larger rural-residential lots, some of which
remain vacant and others that have been developed with single-family residences
v0
Qi P v 16 i 11.0..., _',..S- Y.".. `/
pow 7 s+ 4 p¢'3g `n,,.tky LS
a m O (UkairfeCea '9;5
• < v.
N .y^ 3'> R3 A 7 203) 1.7 - 111 01 ,03 \ -
f
J 1 -
1 61
' I' tr C o l 3 *I 3 l Lr 1907 ' r t ) , ,
i , 20+- 19, 1. rr14:?-5111-11-1,1I
1 ,f a > e r'cJ- 11 I -h.
• .1, ,,, a! m ( e I o ,++ '"• 71 1118 14-2_11_11:33.1"-± i 136,4
6-: h'
n, ,,, A 41, cv tz 204: 181" f 1 Ym, r1 190.3 I '' in ? 11 142y 141-4-, _1117 i ,447 1431 1560  0....s..11
v $ 43q ,410 ,413) 427 :,..,„,61665.,,, f
,g' LUXti11 a I.L -
[ ,443_1:8,,...i1,...'3'--,14445.5-41'0-11_14.22: .
