Staff believes the proposed architectural forms will help reduce the perceived mass <br /> and scale of the residence when viewed off-site. In particular, the proposed development steps <br /> with the hillside, contains a one-story (garage) element at the upper slope, and the building <br /> design has a strong horizontal character with flat roofs and building walls and elements set at <br /> varied depths, as seen in in Figure 9 below. Additionally, as noted above and as shown in the <br /> photo simulations, the visibility of the residence will be substantially reduced once the <br /> proposed landscape matures, which includes tree and shrub plantings that would be staggered <br /> and intermixed to create a natural-appearing vegetation screen at the downhill side of the <br /> home. <br /> P19-0059, 4108 Foothill Rd. The applicant has also installed story <br /> poles to demonstrate the height and mass of the proposed residence (see Figure 7). The <br /> proposed residence would be partially visible from the subdivision driveway entrance on <br /> Foothill Road at the time of initial construction, as seen in View A (center photo) of the photo <br /> simulations. However, after 10 years of landscape growth, the proposed residence would have <br /> minimal visibility from this same vantage point as shown in Figure 8 below.
