Given the building envelope, which establishes the portion of the site upon which the residence
can be built, it is not possible to completely avoid the home being visible from Foothill Road.
Therefore, staff considered whether the design, landscaping and other elements of the project
will reduce the visual prominence of the residence and help it to blend with the adjacent
hillside. Staff believes the proposed architectural forms will help reduce the perceived mass
and scale of the residence when viewed off-site. In particular, the proposed development steps
with the hillside, contains a one-story (garage) element at the upper slope, and the building
design has a strong horizontal character with flat roofs and building walls and elements set at
varied depths, as seen in in Figure 9 below. Additionally, as noted above and as shown in the
photo simulations, the visibility of the residence will be substantially reduced once the
proposed landscape matures, which includes tree and shrub plantings that would be staggered
and intermixed to create a natural-appearing vegetation screen at the downhill side of the
home.
simulations are provided on Plan Sheet CS2 in Exhibit B to help
demonstrate the proposal's visibility from Foothill Road. The applicant has also installed story
poles to demonstrate the height and mass of the proposed residence (see Figure 7). The
proposed residence would be partially visible from the subdivision driveway entrance on
Foothill Road at the time of initial construction, as seen in View A (center photo) of the photo
simulations. However, after 10 years of landscape growth, the proposed residence would have
minimal visibility from this same vantage point as shown in Figure 8 below. The proposed
residence would also have limited to no visibility at other vantage points along Foothill Road,
which is also shown by the photo simulations in Exhibit B.
