BACKGROUND <br /> The City Council Legislative Subcommittee reviews and discusses state and federal <br /> legislation and advises the City Council with recommendations on draft legislation. On <br /> April 8, 2019, the Subcommittee reviewed a list of over 100 bills and decided a strategic <br /> approach was necessary to focus the City's efforts. A three-part strategy was developed <br /> that included: (a) establishing the City's legislative positions on selected 2019 key <br /> housing-related bills, (b) adopting a resolution establishing the City's position on SB 50 <br /> (Weiner) as oppose unless amended, and (c) directing City staff to monitor remaining <br /> legislation throughout the 2019 legislative cycle to determine whether the City Council <br /> should take a formal position. The latter would also be done in concert with our regional <br /> partners and the League of California Cities. <br /> At the April 19 meeting the City Council adopted positions on key housing legislation as <br /> shown in Table 1.
