THE CITY OF 21 <br /> CITY COUNCIL AGENDA REPORT <br /> pL£ASANTON® <br /> July 16, 2019 <br /> City Manager <br /> TITLE: RECEIVE AN UPDATE ON STATE LEGISLATION AND REVIEW AND <br /> CONSIDER CITY POSITIONS ON ADDITIONAL HOUSING RELATED <br /> BILLS AND NON-HOUSING RELATED BILLS <br /> SUMMARY <br /> On April 19, 2019, the City Council adopted the 2019 Pleasanton Legislative Framework <br /> which guides the City's stance on pending state and federal legislation. The City's <br /> Legislative Framework includes the Tri-Valley Cities Legislative Framework and <br /> Housing and Policy Framework. At the meeting the City Council also established the <br /> City's position on key state housing legislation. <br /> The City Council directed staff to provide updates and additional recommendations for <br /> positons on legislation as needed. <br /> On June 11 , 2019, the City Council Legislative Subcommittee (Mayor Thorne and <br /> Councilmember Pentin) met to discuss pending state legislation and recommend that: <br /> (a) the City Council review adopted positions on housing legislation and consider <br /> amending positions on AB 1483 (Grayson) and SB 330 (Skinner) to "Oppose" (Table 1), <br /> (b) the City Council establish the City's legislative positions on additional housing <br /> legislation (Table 2) and non-housing Legislation (Table 3), (c) adopt a resolution <br /> establishing the City's positions on bills presented, and (d) direct City staff to continue to <br /> monitor proposed bills throughout the 2019 legislative cycle to determine whether the <br /> City Council should take additional formal positions. <br /> RECOMMENDATION <br /> The Council Legislative Subcommittee (Mayor Thorne and Councilmember Pentin) and <br /> City staff recommend that Council: <br /> 1 . Receive an update on State Legislation; <br /> 2. Amend positions on AB 1483 (Grayson) and SB 330 (Skinner) from a position of <br /> "Oppose unless amended" to "Oppose;" and <br /> 3. Establish the City's position on additional housing and non-housing bills as <br /> presented in Tables 2 and 3 of this report. <br /> FINANCIAL STATEMENT <br /> There is no financial impact. <br />
