THE CITY OF 21 CITY COUNCIL AGENDA REPORT pL£ASANTON® July 16, 2019 City Manager TITLE: RECEIVE AN UPDATE ON STATE LEGISLATION AND REVIEW AND CONSIDER CITY POSITIONS ON ADDITIONAL HOUSING RELATED BILLS AND NON-HOUSING RELATED BILLS SUMMARY On April 19, 2019, the City Council adopted the 2019 Pleasanton Legislative Framework which guides the City's stance on pending state and federal legislation. The City's Legislative Framework includes the Tri-Valley Cities Legislative Framework and Housing and Policy Framework. At the meeting the City Council also established the City's position on key state housing legislation. The City Council directed staff to provide updates and additional recommendations for positons on legislation as needed. On June 11 , 2019, the City Council Legislative Subcommittee (Mayor Thorne and Councilmember Pentin) met to discuss pending state legislation and recommend that: (a) the City Council review adopted positions on housing legislation and consider amending positions on AB 1483 (Grayson) and SB 330 (Skinner) to "Oppose" (Table 1), (b) the City Council establish the City's legislative positions on additional housing legislation (Table 2) and non-housing Legislation (Table 3), (c) adopt a resolution establishing the City's positions on bills presented, and (d) direct City staff to continue to monitor proposed bills throughout the 2019 legislative cycle to determine whether the City Council should take additional formal positions. RECOMMENDATION The Council Legislative Subcommittee (Mayor Thorne and Councilmember Pentin) and City staff recommend that Council: 1 . Receive an update on State Legislation; 2. Amend positions on AB 1483 (Grayson) and SB 330 (Skinner) from a position of "Oppose unless amended" to "Oppose;" and 3. Establish the City's position on additional housing and non-housing bills as presented in Tables 2 and 3 of this report. FINANCIAL STATEMENT There is no financial impact.
