BACKGROUND The City's SCADA system is utilized by the Utilities Division to continuously control, monitor/alarm, and record the status of the City's water, sewer, recycle water, and storm systems. Located in the Water Building at the Operations Service Center, the SCADA system allows operators to remotely make system changes to facilities across the City. The SCADA system will also make operational changes based on programmed parameters such as changing conditions and preset operating criteria, and record operating conditions needed for reporting to the State Water Resource Control Board. The SCADA system is approximately 20 years old and is significantly beyond its useful life. Components of the SCADA system experience frequent failures that require the use of refurbished parts to replace the dated equipment since new parts are no longer available nor compatible. The frequency of the inoperability of the SCADA system has increased in the last eight months, which requires continuous manual control and monitoring of all utility systems. For systems of this size and complexity, manual operation is not sustainable from both a cost and operational reliability perspective. DISCUSSION Due to the complexity of the project the City seeks a consultant to provide design and implementation services related to replacement of the SCADA system. The scope of work for design services includes: • Conducting meetings/workshops to understand the City's goals for replacement of the SCADA system including system redundancy, alarm notifications, mobile access, and reporting. • Preparing a design submittal package that includes recommended specifications for SCADA replacement software/hardware that will serve as the basis for implementation. All recommendations will meet minimum requirements of the City's IT Department. The scope of work for implementation services includes: • Procurement of SCADA system software. The City's IT Department will procure Microsoft software and SCADA system hardware. • Implementation of the SCADA system including installation of software/hardware, configuration, networking, programming, testing, and all required documentation. Staff recommends that the design and implementation services be sole sourced to TESCO, who is a full-service systems integrator and the City's original equipment manufacturer. Their business is designing, manufacturing and integrating electrical and process control systems for water, wastewater, transportation, lighting, and renewable energy applications. TESCO has a long history of providing quality services to the City. TESCO is currently the sole-source supplier of the system "back bone" which include programmable logic controllers (PLCs) at each remote facility and wireless communication systems to communicate with the existing SCADA system. Since the City's Utility staff does not currently include an instrumentation technician, TESCO is also currently serving as the City's system integrator for trouble shooting and Page 2 of 3
