BACKGROUND <br /> The City's SCADA system is utilized by the Utilities Division to continuously control, <br /> monitor/alarm, and record the status of the City's water, sewer, recycle water, and storm <br /> systems. Located in the Water Building at the Operations Service Center, the SCADA <br /> system allows operators to remotely make system changes to facilities across the City. <br /> The SCADA system will also make operational changes based on programmed <br /> parameters such as changing conditions and preset operating criteria, and record <br /> operating conditions needed for reporting to the State Water Resource Control Board. <br /> The SCADA system is approximately 20 years old and is significantly beyond its useful <br /> life. Components of the SCADA system experience frequent failures that require the use <br /> of refurbished parts to replace the dated equipment since new parts are no longer <br /> available nor compatible. The frequency of the inoperability of the SCADA system has <br /> increased in the last eight months, which requires continuous manual control and <br /> monitoring of all utility systems. For systems of this size and complexity, manual <br /> operation is not sustainable from both a cost and operational reliability perspective. <br /> DISCUSSION <br /> Due to the complexity of the project the City seeks a consultant to provide design and <br /> implementation services related to replacement of the SCADA system. <br /> The scope of work for design services includes: <br /> • Conducting meetings/workshops to understand the City's goals for replacement <br /> of the SCADA system including system redundancy, alarm notifications, mobile <br /> access, and reporting. <br /> • Preparing a design submittal package that includes recommended specifications <br /> for SCADA replacement software/hardware that will serve as the basis for <br /> implementation. All recommendations will meet minimum requirements of the <br /> City's IT Department. <br /> The scope of work for implementation services includes: <br /> • Procurement of SCADA system software. The City's IT Department will procure <br /> Microsoft software and SCADA system hardware. <br /> • Implementation of the SCADA system including installation of software/hardware, <br /> configuration, networking, programming, testing, and all required documentation. <br /> Staff recommends that the design and implementation services be sole sourced to <br /> TESCO, who is a full-service systems integrator and the City's original equipment <br /> manufacturer. Their business is designing, manufacturing and integrating electrical and <br /> process control systems for water, wastewater, transportation, lighting, and renewable <br /> energy applications. TESCO has a long history of providing quality services to the City. <br /> TESCO is currently the sole-source supplier of the system "back bone" which include <br /> programmable logic controllers (PLCs) at each remote facility and wireless <br /> communication systems to communicate with the existing SCADA system. Since the <br /> City's Utility staff does not currently include an instrumentation technician, TESCO is <br /> also currently serving as the City's system integrator for trouble shooting and <br /> Page 2 of 3 <br />
