IN THE AMOUNT OF $312,550 FOR DESIGN AND IMPLEMENTATION SERVICS FOR THE SCADA REPLACEMENT PROJECT SUMMARY The City's Supervisory Control and Data Acquisition (SCADA) system is utilized by the Utilities Division to continuously control, monitor/alarm, and record the status of the City's water, recycled water, sewer, and storm systems. The SCADA system is significantly beyond its useful life and requires replacement with a new SCADA system. The complexity of the project necessitates a consultant to provide design and implementation services related to replacement of the SCADA system. Staff recommends awarding a sole-sourced, professional services agreement to TESCO Controls, Inc. (TESCO) for these services. TESCO is currently serving as the City's sole-sourced integrator for the existing SCADA system and is the only firm that has the intimate knowledge required to design and implement a replacement system while minimizing risk of impact to utility operations. RECOMMENDATION Approve and authorize the City Manager to enter into a professional services agreement with TESCO for a not-to-exceed amount of $312,550. FINANCIAL STATEMENT The anticipated total expenditure for this project is $312,550 and includes a contingency of $62,500. Funding for this project is budgeted in the Water CIP Replacement Fund (421), Project 17163, Sewer CIP Replacement Fund (431), Project 17261, and the IT Replacement Fund.
