THE CITY OF 1 6 <br /> CITY COUNCIL AGENDA REPORT <br /> pLE ASANTON_, <br /> July 16, 2019 <br /> Operations Services <br /> TITLE: APPROVE A PROFESSIONAL SERVICES AGREEMENT WITH TESCO <br /> CONTROLS, INC. IN THE AMOUNT OF $312,550 FOR DESIGN AND <br /> IMPLEMENTATION SERVICS FOR THE SCADA REPLACEMENT <br /> PROJECT <br /> SUMMARY <br /> The City's Supervisory Control and Data Acquisition (SCADA) system is utilized by the <br /> Utilities Division to continuously control, monitor/alarm, and record the status of the <br /> City's water, recycled water, sewer, and storm systems. The SCADA system is <br /> significantly beyond its useful life and requires replacement with a new SCADA system. <br /> The complexity of the project necessitates a consultant to provide design and <br /> implementation services related to replacement of the SCADA system. Staff <br /> recommends awarding a sole-sourced, professional services agreement to TESCO <br /> Controls, Inc. (TESCO) for these services. TESCO is currently serving as the City's <br /> sole-sourced integrator for the existing SCADA system and is the only firm that has the <br /> intimate knowledge required to design and implement a replacement system while <br /> minimizing risk of impact to utility operations. <br /> RECOMMENDATION <br /> Approve and authorize the City Manager to enter into a professional services <br /> agreement with TESCO for a not-to-exceed amount of $312,550. <br /> FINANCIAL STATEMENT <br /> The anticipated total expenditure for this project is $312,550 and includes a contingency <br /> of $62,500. Funding for this project is budgeted in the Water CIP Replacement Fund <br /> (421), Project 17163, Sewer CIP Replacement Fund (431), Project 17261, and the IT <br /> Replacement Fund. <br />
