drainage pipe replacement, to correct this issue. Work on the fieldhouse and
<br /> scorekeeper's booth includes the removal and replacement of the exterior wood
<br /> cladding panels with Trespa siding material, a material not subject to rot like wood. The
<br /> existing roofing on the fieldhouse will be replaced with a new metal roofing system.
<br /> Exterior renovation will also include new doors, windows, and replacement of the HVAC
<br /> system, as well various Americans with Disabilities Act (ADA) upgrades. Interior work
<br /> includes new paint, carpet, lighting, workspace improvements, as well as ADA
<br /> upgrades. The bathrooms, which are located on the lower level and are used by staff
<br /> and facility patrons, will be modified for ADA compliance, as well have new finishes
<br /> installed. Finally, the project includes complete reconstruction of the four scorekeeper's
<br /> booths.
<br /> Bids
<br /> Sealed bids for this project were opened on June 26, 2019. A total of four bids were
<br /> received, ranging from $1,170,000 to $1 ,602,000. The lowest responsible bid received
<br /> is from JPB Designs, Inc. of Orangevale, California, in the amount of $1,170,000. This is
<br /> approximately 2.5 percent lower than the engineer's estimate. All other bid documents
<br /> were found to be in order and past work performed by JPB Designs, Inc. was verified to
<br /> be satisfactory. Staff recommends award of the construction contract to JPB Designs,
<br /> Inc. for $1,170,000.
<br /> The bids received are similar to the 2017 low bid amount of $1,165,000 that was
<br /> rejected by the City Council in December 2017. The architect's estimate for the project
<br /> was updated, incorporating the feedback from the first bid as well as current market
<br /> conditions.
<br /> Consultant Services
<br /> ATI-AC Martin, the project architect, will be providing construction support services to
<br /> review shop drawings, provide responses to requests for information, and weekly
<br /> inspections. In addition, their subcontractors will review the electrical and HVAC
<br /> components. ATI-AC Martin provided additional design services to update the plans for
<br /> rebid of the project and to add furniture layout, electrical, and data for the staff work
<br /> areas. The previous design in 2017 was completed under an on-call contract that has
<br /> since expired. Therefore, staff recommends awarding a new agreement with ATI-
<br /> MC Martin for the additional design services and construction support services in the
<br /> not-to-exceed amount of $86,450 (see Attachment 3).
<br /> Budget
<br /> A total of $1.8 million is budgeted in the Softball Fieldhouse and Scorekeeper's Booth
<br /> Renovation Project, CIP No. 17746, including additional FY19/20 funding.
<br /> The anticipated total expenditure for this project is $1,525,976, including all prior project
<br /> expenditures, a construction contingency of $175,500 and $86,450 in design and
<br /> construction support services to be provided by the project design architect. Staff
<br /> recommends that the contingency amount for this project be set at 15 percent of the
<br /> construction contract for potential expansion of project limits due to defects that may
<br /> become apparent during the demolition phase.
