BACKGROUND <br /> The softball fieldhouse and scorekeeper's booths were built in 1990, and have been in <br /> service for more than 28 years. Routine maintenance has kept the building operational, <br /> but now the wood siding and roofing have reached the end of their maintainable service <br /> life. Renovation of the fieldhouse and scorekeeper's booths was identified as a need in <br /> the in the City's FY16/17 Capital Improvement Program, with $709,000 budgeted in CIP <br /> No. 17746. <br /> On March 30, 2017, utilizing an "On-Call" Professional Services Contract, the Director of <br /> Engineering authorized a design agreement, in the amount of $67,240, with ATI <br /> Architects and Engineers to prepare plans and specifications for the renovation project. <br /> On September 14, 2017, the design agreement was increased by $4,795, to a not-to- <br /> exceed total design budget amount of $72,135. Design was completed and the project <br /> advertised for construction bid on October 28, 2017, with a bid opening date of <br /> December 1, 2017. ATI Architects and Engineers' estimated construction cost at the <br /> time of advertising was $592,000. Two bids were received; one at $1,165,000, and the <br /> other at $1,395,000. Staff analyzed the bids and recommended rejecting all bids as they <br /> were substantially above the cost estimate and the available budget. City Council <br /> rejected all bids on February 6, 2018. <br /> Attempting to reduce the cost of the project, staff reviewed the plans and specifications <br /> for items that could be deferred and removed from the project. It was determined that <br /> nothing could be deferred and still accomplish the renovation goals. Further, reviewing <br /> other bids opened in late 2017 through 2018 revealed construction costs have risen <br /> significantly, and that the estimated cost of $592,000 was unrealistic given the rapid <br /> increases. Consequently, as part of the FY19/20 — FY20/21 Capital Improvement <br /> program, staff recommended, and City Council approved, an additional $1,091,000 for <br /> the renovation, bringing the total project budget to $1.8 million. <br /> Engineering Department staff then worked with ATI Architects and Engineers to ensure <br /> the project as designed in 2017 complied with any subsequent changes to the Building <br /> Code. Engineering also worked with the Library and Recreation Department (the <br /> building user) and the Operation Services Department (responsible for building <br /> maintenance) to ensure the design still fulfilled all needs identified. As a result of those <br /> meetings, the project design was updated to include additional modifications to the <br /> interior to provide improved workspaces for Library and Recreation staff assigned to the <br /> building. The modifications include additional power and data feeds as required in work <br /> areas today compared to 1990. The project was then advertised for construction bid, <br /> with the bidding period closing on June 26, 2019. <br /> DISCUSSION <br /> The Softball Fieldhouse and Scorekeeper's Booth Renovation Project will consist of <br /> renovating the approximately 3,800 square-foot softball fieldhouse building, and the four <br /> adjacent scorekeeper's booths, located in the softball complex at the Ken Mercer Sports <br /> Park. In addition to the building renovations, the project will include significant site work. <br /> The drainage system for the area surrounding the building is poor. Ponding water has <br /> infiltrated along the bottom of the structure, causing rot in the fieldhouse's wood siding <br /> and doors. Site work will include concrete removal and replacement, as well as <br /> Page 2 of 4 <br />
