Exhibit B <br /> Services for City of Pleasanton <br /> Below Market Rate (BMR) & Down Payment Assistance (DPA) Activities <br /> Activity Description Hello's Rates <br /> Fixed Costs <br /> In order for Hello Housing to have staff trained, dedicated and available <br /> to perform Variable Activities contained in the BMR contract as they <br /> arise, Hello Housing needs to be able to depend on a certain amount of <br /> revenue to offset our fixed costs. Hello Housing will bill 80% of the Equal to 80% of <br /> Program Administration projected Variable Costs each year, prorated on an even monthly basis, Variable Costs <br /> Fee as a Program Administration Fee. As Variable Activities are performed, divided by 12 <br /> Hello Housing will draw against the Program Administration Fee annual months and <br /> total. If actual costs of Variable Activities performed exceed the annual billed monthly. <br /> Program Administration Fee, Hello Housing will bill accordingly but in <br /> no case will exceed the contract cap without express written permission <br /> from the City of Pleasanton. <br /> Ensure staff are trained in program offerings and guidelines. Answer <br /> Field Housing Calls and housing-related questions (outside of Hello Housing Below-Market- <br /> Emails Rate/DPA Loan program admin scope)from the public via phone or $250 per month <br /> email and provide information and referrals as needed. Referral <br /> agencies to be provided by the City and updated quarterly. <br /> Annually, send up to three letters requesting signed certification and <br /> proof of occupancy. Upon completion of annual monitoring and <br /> Annual Compliance compliance, provide the City with a monitoring report summarizing the <br /> Monitoring of Portfolio findings and listing detailed information regarding non-responders or $165 per file <br /> non-compliant responders. Update status in database as Active or <br /> Resolved. If no response after three attempts, report list of Active files <br /> to the City. Mail final notice of status to all households. Follow-up& <br /> enforcement to be performed on an hourly basis. <br /> Variable Costs <br /> Follow City's resale procedures. Conduct a site inspection on behalf of <br /> the City and take marketing photos. Create marketing materials. Market <br /> units through City's interest list, Hello Housing's Stay Connected list, <br /> Setup of BMR Resale counseling agencies, and list home on Hello Housing's website. $1000 per <br /> Prepare a resale application package, discuss the resale procedure resale <br /> with owners, review documents, calculate affordable resale price, <br /> coordinate with listing and buyer agents (if applicable)to explain <br /> program guidelines that a qualified buyer will have to meet. <br /> Answer all calls and emails from the public and provide the guidance <br /> required to complete the BMR application for lottery ranking. Prepare <br /> Waitlist Creation and online pre-application, full application and paper application. Calculate $5,000 per <br /> Management preference points and conduct a virtual lottery to determine the ranking lottery <br /> order for inviting complete applications, determining program eligibility <br /> and approval for a BMR sale. <br /> Resale Milestone 1: Process and underwrite selected applicants from lottery ranking to <br /> Initial Qualification, determine if they meet eligibility requirements as set forth in the <br /> Lender Pre Approval & marketing plan. Collect all required documents from the applicant and $950/per file <br /> City Conditional complete initial screening for program eligibility. Obtain conditional <br /> Approval/Disqualification approval or disqualification from the City and preapproval from a <br /> qualified Lender. <br />
