EXHIBIT B <br /> THE CITY Of 2 6 <br /> tm' -.. �rn" a ei:.1r •. n. <br /> pLEASANTON <br /> CITY COUNCIL AGENDA REPORT <br /> April 16, 2019 <br /> Community Development <br /> Planning Division <br /> TITLE: DOWNTOWN SPECIFIC PLAN UPDATE: PROVIDE POLICY DIRECTION <br /> TO STAFF AND THE DOWNTOWN SPECIFIC PLAN TASK FORCE ON <br /> FIVE TOPICS <br /> SUMMARY <br /> The Downtown Specific Plan Update has been underway since January 2017, including <br /> work with an appointed Task Force over the past two years to guide the development of <br /> the update. A draft Downtown Specific Plan (DSP) was released for public review and <br /> comment in November 2018, reflecting the input and direction of the Task Force, <br /> Planning Commission, and City Council. On February 26, 2019, following public <br /> outreach with various City Boards and Commissions and other stakeholder groups, the <br /> Task Force considered and provided additional direction on five topic areas including: <br /> massage regulations, the active ground-floor overlay, ground-floor residential in <br /> commercial and mixed-use districts, land use discrepancies, and development <br /> standards (i.e.. height and floor area ratio (FAR) limitations). Some of these <br /> recommendations differed from the policy direction previously endorsed by the Task <br /> Force and reflected in the November 2018 draft DSP. At this point in the update <br /> process, staff is requesting policy direction from the City Council before the DSP is <br /> presented to the Planning Commission and City Council for review and adoption. <br /> RECOMMENDATION <br /> Provide policy direction to staff and the Downtown Specific Plan Task Force on five <br /> Downtown Specific Plan topics. <br /> FISCAL IMPACT <br /> The cost to prepare the DSP Update, including any policies that might be modified as <br /> the result of the City Council's direction, and accompanying Environmental Impact <br /> Report, has been funded as part of past and current fiscal year budgets. No additional <br /> fiscal impact is anticipated as a result of this direction. <br /> continue to <br /> accept comments via phone, email, or mail through March 18. Ultimately, a Final EIR will be put <br /> together and brought through the public hearing process. <br /> Task Force Direction, Comments, and Questions <br /> The Task Force noted that under Air Quality, there should be a mitigation to include electric <br /> vehicle charging (which may be a policy in the plan or mitigation in the EIR). <br /> 6. Task Force Check-In <br /> At this time, there were no additional comments. <br /> 6. Brief Announcements from Task Force and Staff, Summary and Next Steps <br /> A. Summary of the Meeting and Review of Next Meeting Topics <br /> Staff provided an overview of the Task Force's progress and upcoming schedule. <br /> The meeting was adjourned at 9:05pm <br /> Summary of February 26, 2019 Downtown Specific Plan Update Task Force Meeting Page 7 of 7 <br />e reduced through the design. Additionally, there will be additional public review for the <br /> design of these new buildings. It was noted the overall building height in PUD's to be 30-feet <br /> which may need to be removed if the goal is to allow additional flexibility in PUDs. <br /> Public Comments and Questions <br /> The Task Force opened up the meeting to the public. Three members from the public <br /> provided comments. One comment noted we should maximize value and volume of use we <br /> can get on the land of this downtown (MU-D) area. Construction today tends to have higher <br /> plate heights and limited this area to 40-feet will only yield two-stories and really restrict any <br /> additional height/floors. However, given the right location and design, the Council may want <br /> to allow three-stories in some instances. Another comment agrees with the Task Force <br /> recommendation in terms of allowing additional heights so the projects can be reviewed on <br /> an individual basis.
