BACKGROUND <br /> The East County Animal Shelter opened in 1995. Prior to opening the shelter, the <br /> owners circulated a request for proposal to identify an entity to operate and maintain the <br /> shelter. As a result, in 1995, the owners entered into the original Memorandum of <br /> Understanding with the Sheriff's Office for this service. <br /> Shelter operations are monitored by the Shelter Operations Advisory Committee which <br /> consists of one representative from each of the cities and Alameda County. The <br /> Committee meets on a quarterly basis with the staff from the Sheriff's Office responsible <br /> for shelter operations. <br /> The costs of operating the East County Animal Shelter include building maintenance, <br /> supplies, professional veterinary services and salaries and benefits. These costs are <br /> allocated among the agencies by a percentage based upon the live animal count in the <br /> shelter on December 31 of each year. Pleasanton has been allocated 12.16% of the <br /> overall costs to maintain and operate the shelter for FY 2019-20. The agencies also pay <br /> annual debt service on the building. <br /> DISCUSSION <br /> The current Memorandum of Understanding expires on June 30, 2019. The attached <br /> agreement represents the second Amendment to extend the term of the Memorandum <br /> of Understanding for the two year period from July 1, 2019 to June 30, 2021. <br /> The current agreement has been negotiated by the Alameda County Sheriff's Office and <br /> representatives of the Shelter Operations Advisory Committee. The Cities of Livermore <br /> and Dublin have already recommended the amendment for approval.
