an opinion from the State's Fair Political Practices Commission in order for the City Attorney's Office to <br />approve and'move forward with the project. <br />As reported in January, East Bay Energy Watch contracted with P1aceWorks in 2018 to develop GHG <br />inventories for 35 jurisdictions in Alameda and Contra Costa counties for year 2017. Staff is engaging <br />P1aceWorks, separately, to account for emissions associated with the water/wastewater sector, as well as <br />to redevelop a similar inventory for the City's baseline year of 2005 using the same methodology. Over <br />the last two months, staff has worked to obtain data requested by P1aceWorks needed to develop the <br />inventories, which require coordination with outside agencies such as the Dublin San Ramon Services <br />District and the City of Livermore. Staff expects P1aceWorks to complete this project before the end of <br />this fiscal year and in time for the City to start the update process of its Climate Action Plan. <br />Staff has also engaged a new web designer to design the Virtual Street website. The previous designer <br />proved to be non-responsive and was released from the project. That resulted in at least a month and a <br />half delay in project development. The new web designer is much more engaged and has already provided <br />sound design concepts. Staff is developing contents to be used and anticipating to beta -test the website by <br />the end of April. <br />The City's CivicSpark Fellow, Zack Reda, provided a very detailed presentation on his preliminary <br />findings based off evaluating East Bay Community Energy (EBCE) using the criteria established by the <br />Committee. <br />Mr. Reda indicated that if the City of Pleasanton were to join, it would be important to have strong <br />community outreach in collaboration with the City to inform the public to help avoid misinformation <br />being posted on Next Door and/or Facebook. <br />It was noted that in October 2018, the California Public Utilities Commission (CPUS) voted unanimously <br />to update the Power Charge Indifference Adjustment (PCIA) in a way that favored IOUs and hurt <br />Community Choice Aggregation's (CCA). The CCA customers are now partly responsible for IOU - <br />signed energy contract that predate 2003 and there is no sunset date for the PCIA and no plan on <br />revisiting the formula. Mr. Lee indicated that this is a very controversial issue because EBCE has <br />promised rates to be 1.5% lower than PG& E and it is questionable on how long they will be able to <br />sustain this with the fluctuating PCIA. <br />Mr. Reda indicated he would obtain additional information for the committee on net energy metering <br />(NEM) as the EBCE is still working out the details. Specifically, the Committee wished to compare <br />PG&E and EBCE's NEM rates. He would also research if EBCE plans to acquire any nuclear power and <br />impact of drought on hydro power contracts. In addition, more information will be gathered regarding <br />business opt -out rates. <br />Mr. Reda explained that he needed to complete some additional research on the following topics: <br />U.S. v. Pacific Gas and Electric Co. 14-cr-00175, U. S. District Court, Northern District of California, and <br />EBCE's use of unbundled renewable energy certificates. It was noted that there are some unknowns with <br />PG & E's bankruptcy, so Mr. Reda will continue to monitor and provide updates to the committee as <br />information becomes available. <br />Mr. Lee indicated that he would email the presentation and criteria to the committee members and <br />welcomed any additional feedback or areas for further investigation. Ms. Brown said she could forward <br />some additional information to Mr. Lee that might assist with some of the research. <br />The committee discussed at length the Council's concerns for not joining the CCA, the advantages of <br />joining the CCA and the potential unknown factors with PG & E. Mr. Lee reported that after the program <br />has been up and running for a year (November 2019), the committee will review the program against the <br />set criteria and forward their recommendation to the City Council for consideration. <br />mnergy ot cnvironment committee Minutes Page 2 of 4 <br />
