iu$auyIV <br />CITY OF PLEASANTON <br />COMMITTEE ON ENERGY AND ENVIRONMENT <br />March 27, 2019 <br />CALL TO ORDER <br />The regular meeting of the Committee on Energy and the Environment was called to order at 5:02 p.m. <br />ROLL CALL <br />Present: Catherine Brown, Eric Cartwright, Terry Chang, Gokul Deep, Laurene Green, Joel Liu <br />AGENDA AMENDMENTS <br />Derek Lee indicated that the Energy Innovation and Carbon Dividend presentation would need to be <br />rescheduled to a later date. <br />MOTION to approve the agenda with the following item removed from Introductions/Presentations: "The <br />Energy Innovation and Carbo Dividend Act of 2019." <br />Motion by: Brown Seconded by: Chang <br />All Ayes <br />CONSENT CALENDAR <br />1. Approve the special meeting minutes of February 21, 2019 with the following changes: <br />Page 4, paragraph 4, change reginal to regional and on Page 6 change 6:00 p.m. to 5:00 p.m. <br />Motion by: Chang Seconded by: Brown <br />Ayes: Brown, Cartwright, Chang, Deep, Green <br />Abstain: Liu <br />MEETING OPEN TO THE PUBLIC <br />2. Introductions / Presentations: <br />None <br />3. Public Comment from members of the audience regarding items not listed on the agenda: <br />None <br />OTHER MATTERS BEFORE THE COMMITTEE <br />4. Climate Action Plan (CAP) Update <br />Derek Lee reported that three energy services companies (ESCOs), EcoGreen Solutions, Syserco, and <br />Engie, conducted preliminary feasibility assessments of the City's Fire Station #1 and Callippe Golf <br />Course Clubhouse on January 16. Staff reviewed their findings and has chosen to engage Syserco to <br />conduct investment grade audits (IGAs) of up to eight City facilities and to perform the subsequent design <br />and construction of the identified energy efficiency improvements. Contract negotiations are underway <br />with Syserco. Staff intends to fund this project via PG&E's 0% interest on -bill financing program. Mr. <br />Lee also provided an update on the outstanding legal issues regarding the contract(s) which are pending <br />
