ADA paratransit service one-way trips which represents 14% of the ADA paratransit <br /> services provided to Pleasanton residents. <br /> If ADA paratransit service is transferred to LAVTA they may experience a potential <br /> increase to their ridership by 1,993 one-way trips. These one-way trips represent 982 <br /> non-senior (18-69 year olds) and 1,011 senior (70 years and older) trips. The senior <br /> ADA riders are eligible to participate in both the PPS Senior Transportation service and <br /> LAVTA's ADA paratransit service. Because the riders are eligible to participate in both <br /> programs, City staff estimate that approximately 50% of those riders will continue to use <br /> both services. <br /> With both agencies providing ADA paratransit service to Pleasanton residents it limits <br /> both agencies from benefiting from an economies of scale. The more riders you have <br /> per hour the lower your costs to provide the service will be. By transferring the ridership <br /> to LAVTA it will allow for a greater opportunity for efficiencies in service delivery. <br /> The study recommends prior to the transfer of the ADA paratransit service occur, that a <br /> detailed analysis be performed to determine the various impacts of transferring the ADA <br /> paratransit service to LAVTA and to develop a plan that will address these impacts <br /> along with a detailed plan and timeline as to how the service would be transferred. <br /> Lack of Operational Efficiency for City to continue to provide ADA service and senior <br /> transportation service concurrently in the PPS program. As the study outlines, the PPS <br /> ADA service does not meet consistently meet several ADA requirements. To bring the <br /> service into compliance the City would have to make operational changes to the <br /> program that would increase the program costs and increase liability risk to the City. <br /> The operational changes would require a clear delineation of the ADA and senior <br /> transportation services. Program data would have to be separated, ADA riders would be <br /> given priority over the senior transportation riders to ensure that ADA riders were not <br /> denied a trip due to the program already being at capacity with senior transportation <br /> riders. This could lead to senior transportation riders being bumped to accommodate <br /> ADA riders. <br /> In summary, the transfer of PPS ADA service to LAVTA would provide a more <br /> consistent, reliable service model for Pleasanton residents. The transfer would eliminate <br /> the City's current ADA compliance issue and would re-focus the program back to its <br /> core mission of serving seniors providing the City with greater flexibility in service <br /> delivery. <br /> Recommendation 2. Restructure Pleasanton paratransit service as a city-based <br /> program for Older Adults <br /> The goal of Recommendation 2 is to refocus the program back to its core mission to <br /> providing a city-based program for senior residents. This recommendation highlights <br /> four (4) areas to consider for restructuring of the PPS program which are; investigating <br /> alternative service delivery models, implementation of operational efficiency options <br /> Page 4 of 6 <br />
