outlined in the study, revision of data collection and monitoring, and to revise service <br /> policies. <br /> 1 . Service Delivery Models. The study identified two options for further consideration; <br /> reorganize the PPS program within the City, or consider contracting for services with a <br /> private transportation company. <br /> 2. Implementation of Operational Efficiency Options. This includes maintaining the <br /> current demand-response program which provides door-to-door trips that are <br /> individually scheduled in response to trip requests via telephone or some other means. <br /> Some efficiencies within the demand-response program that may be considered are <br /> limiting trip destinations to within the city or designating specific days for specific trip <br /> purposes, such as trips to medical centers two days per week. <br /> Another Operational Efficiency option is to reallocate resources to PPS core service by <br /> considering creating special group trips through grouping trip requests at high ridership <br /> facilities. This could increase productivity and provide additional trips. Another option to <br /> consider is creating a taxi/ride-hailing voucher program in which riders can use <br /> vouchers to receive discounted rides from taxi companies that would be under contract <br /> with the City. <br /> 3. Data Collection and Monitoring. This addresses a concern regarding the methods <br /> currently being used to determine on-time performance for the PPS program. This <br /> metric is a key indicator of program success and PPS needs to consider adopting a <br /> more refined methodology to monitor this metric. <br /> 4. Service Policies. The study encourages the development of a cancellation/no-show <br /> policy. PPS needs to develop and implement such a policy in order to help improve <br /> productivity and expand the number of trips that can be provided during "holes" in the <br /> schedule. Another policy for consideration is to revise scheduling practices for PPS <br /> drivers. PPS should review the use of split shifts and other scheduling practices that <br /> may contribute to driver turnover. <br /> Recommendation 2 will require staff to further evaluate and explore these ideas with the <br /> goal of ensuring that the PPS service is poised to meet the current ridership needs <br /> today and well into the future. Staff will return to the City Council later this calendar year <br /> with further recommendations. <br /> Recommendation 4. Implement a Tri-Valley Coordinated Transit Strategy for Older <br /> Adults and People with Disabilities <br /> A key component of the study was to identify areas of partnership between the City of <br /> Pleasanton and LAVTA. This recommendation identifies short-term and longer-term <br /> strategies to promote further partnership and collaboration. Short-term strategies <br /> include; <br /> 1 .
