Councilmember Brown noted most people are not being buried, but are cremated, and their ashes <br /> are spread over meaningful areas. <br /> Mayor Thorne acknowledged the cemetery is being maintained but felt the City could do more, from <br /> a capital improvement point of view. <br /> City Manager Fialho reported the City has set aside money for entryway improvements which <br /> should be completed this year and addressed capital improvement expenditures to date on the <br /> cemetery. <br /> Mayor Thorne added his vote under Old Vineyard Avenue Trail, Phases I and III. <br /> In terms of amending the City's Code and Development Standards to enhance minimum ADA <br /> accessibility requirements for new apartment buildings, Councilmember Brown indicated this is the <br /> Carmen project and indicated the need to make sure developers have a clear understanding about <br /> how to meet ADA requirements in new developments. She asked to change the project from Priority <br /> C to Priority B. <br /> In response to Councilmember Narum's question, City Manager Fialho reported for all new projects, <br /> developers are required to meet the minimum ADA standards. To go above and beyond them would <br /> be a Council policy decision. He added this could be done without requiring a code amendment. In <br /> terms of St. Anton, staff reported there was condition imposed for universal design measures but <br /> did not expressly require a roll-in shower. That was requested, expressly, in the Civic Center <br /> addition project. <br /> Discussion followed regarding the code amendment process. <br /> Mayor Thorne agreed with Councilmember Brown's comments and requested it be discussed when <br /> the project comes before the City Council for review. <br /> Councilmember Brown indicated she wants to ensure this is done, done right, and at the right <br /> proportion so that people can be safe. <br /> Mayor Thorne and Councilmember Narum agreed with changing the priority level to Priority B. <br /> Councilmember Narum requested taking her vote off Front Yard Paving Code Amendment. <br /> Regarding Evaluating and Implementing Making Water Conservation a Way of Life, Councilmember <br /> Brown inquired regarding the level of conservation that will be required. City Manager Fialho <br /> reported the Executive Order by Governor Brown is guiding legislation for conservation mandates, <br /> state-wide and is working its way through the legislative process. The mandates are yet to be <br /> defined. Councilmember Brown expressed concerns with water requirements, especially for large <br /> lots, and inquired regarding other restrictions. City Manager Fialho reported he has heard of <br /> restrictions for the number of housing units but not as it relates to this issue. <br /> In response to Mayor Thorne's question regarding the Energy and Environment Committee, City <br /> Manager Fialho reported the committee would identify two representatives to work with the <br /> subcommittee in advance of regional roundtable water discussions. They would serve as a resource <br /> to the City Council and be part of the discussion with staff. Mayor Thorne expressed concerns and <br /> inquired why the committee's role is being expanded. <br /> Councilmember Narum explained there are a couple of committee members that have water <br /> expertise and interest and some of the discussions get technical.
