Regarding the Stoneridge Mall Framework, Councilmember Narum inquired whether it can get <br /> started this year and City Manager Fialho responded affirmatively. He noted staff is taking the <br /> majority of its guidance from a major property owner in the area. <br /> Regarding the 10-year Infrastructure and Facilities Replacement Plan, Mayor Thorne inquired <br /> whether this is a requirement. City Manager Fialho indicated it has not been done to this extent. <br /> Councilmember Brown suggested as each item is reviewed, staff provide suggestions regarding <br /> whether the priority should change for specific items. <br /> In terms of updates to Utility Rates, City Manager Fialho reported the last time this was done was <br /> about five years ago. He noted staff implemented a methodology allowing the City to pass on Zone <br /> 7 rates and pass on a modest CIP adjustment. That methodology expires this year and staff will <br /> need to revisit the matter. <br /> Councilmember Brown explained her recent vote against the project, noting it seems to be well <br /> funded and did not think it should be Priority A. <br /> City Manager Fialho recommended the Design of Sunol Boulevard and Interchange Improvements <br /> should be changed to Priority B; Council concurred. <br /> Regarding Design of Foothill Road Bicycle and Pedestrian Improvements, Councilmember Narum <br /> suggested assigning a Priority C with a comment that if the Merritt Property should start the planning <br /> phase, they will make many of the improvements. She requested they be linked together. <br /> Mayor Thorne agreed with Councilmember Narum's suggestion. <br /> Regarding Design of Division Street Improvements, Councilmember Brown inquired if it should <br /> follow the DSP completion. City Manager Fialho reported it must follow the Downtown Plan and will <br /> involve an extensive discussion with property owners and public involvement. <br /> In response to Councilmember Pentin's questions regarding whether it must follow the Downtown <br /> Art Master Plan, City Manager Fialho responded he did not believe so. <br /> Regarding the Sound Wall Repair and Replacement Program, Mayor Thorne asked to remove his <br /> vote, as the project is near his home. <br /> Regarding the Amador Theater Facility Assessment, Mayor Thorne inquired if it includes <br /> improvements to the balcony. City Manager Fialho reported it does not. <br /> City Manager Fialho continued addressing projects, their priority levels and City Council support, <br /> He noted projects which have been linked together to maximize efficiencies, as well as projects that <br /> will come off the City Council's list. <br /> Relative to the Implementation of Phase III of Pioneer Cemetery Master Plan, Mayor Thorne <br /> reported the plan was done in 2014 and did not feel the project has received the right amount of <br /> attention. He recommended moving it to a Priority A. He felt the project should be self-sustaining <br /> and stated he would like to understand the financial aspects a little better. He asked that, after <br /> reviewing the budgets and after completion of Phase III, the project be expedited. <br /> Councilmember Narum agreed with Mayor Thorne and Councilmember Pentin indicated he <br /> supports identifying the project as Priority A. <br /> City Council Minutes Page 7 of 11 March 19, 2019 <br />
