Commissioner Balch clarified with Mr. Beaudin that any item placed on the priority list would <br /> then go as a recommendation to the City Council and if Council assigns staff to the particular <br /> project. It will go through the planning process, with public notice to those within 1,000 feet of <br /> the property line, workshops with the Planning Commission, neighborhood outreach, <br /> annexation process, and normal City review processes. <br /> Mr. Dolan added that, given comments regarding "being very early in the process" he <br /> confirmed there was no application to date and no authorization from the City Council to work <br /> on the Merritt project. <br /> Chair Allen also added that if the Commission does not vote to prioritize the Merritt project, this <br /> is not a representation of their point of view to the value of the project being good or bad. <br /> There are many competing items which are mandatory and because of timing, they may <br /> choose to do earlier or later. <br /> She suggested, with reference to the numbered items listed in the staff report, that the <br /> Commission review the items and ask clarifying questions to help with the vote undertaken. <br /> She also asked to take a straw vote for each Commissioner to vote on their top five items and <br /> then eventually bring it down to a priority list. <br /> Commissioner Ritter stated he thinks items one, three and four should be all together given <br /> legislation mandates. <br /> Chair Allen stated items one and three appear to be givens, but she was not sure staff would <br /> consider the last item, the Housing Strategy, as item eight; she suggested Commissioners go <br /> through and prioritize items one through eight. <br /> Commissioner Brown asked if there were any other items not discussed that Commission <br /> members would want to add to the list. <br /> Commissioner O'Connor said the other comment was about the Signature property, which is <br /> item nine, as well as the Stoneridge Mall redevelopment, which he confirmed was item four <br /> and that JC Penney is included in that along with others in the mall. <br /> Chair Allen asked if numbers one and three were mandatory legislation affecting the City, and <br /> Mr. Beaudin confirmed. <br /> Commissioner Balch questioned how big item eight (the Housing Strategy) was, stating he <br /> believed item one and three needed to be addressed. <br /> Mr. Beaudin said item one is a reaction which is prior housing legislation. Item three is an <br /> attempt to be proactive with the forthcoming legislation, and item eight, which is the housing <br /> strategy, is proactive but it may be premature to discuss specific sites because the community <br /> may not be ready without an awareness campaign. <br /> Commissioner Balch questioned item seven, and Mr. Beaudin explained the City was doing <br /> this as a comprehensive housing education effort, which is not on the list and is something the <br /> Planning Commission Minutes Page 16 of 18 February 27, 2019 <br />ferred to the Merritt property and said he has lived on Foothill Knolls for 35 <br /> years, said he has been through this analysis and it appears this is the best of any options that <br /> could be presented in the area.
