City Manager is working on with Community Development staff support. Item eight goes above <br /> and beyond the education and advocacy work. <br /> Commissioner Balch asked that because the City is taking on an education process of State <br /> legislation it is outside of the priorities. Mr. Beaudin said it will be discussed as part of the <br /> priority process but it does not need to come from the Planning Commission. <br /> Commissioner Balch referred to item nine and said the reason Signature's proposal to close <br /> Clorox Way and build high density is a bigger lift than the Carpenter's proposal was because <br /> the road would be closed, it would be a General Plan Amendment, it is 14 acres on a <br /> prominent street but it is mostly about the General Plan Amendment and the policy shift <br /> towards high density housing where there is currently an office campus. However, it is not an <br /> opportunity site in the Housing Element. <br /> Commissioner O'Connor said when it comes to voting on item nine, he will not comment <br /> because he owns property across the street. <br /> Commissioner Balch disclosed he has talked to people about all items. <br /> Commissioner Ritter questioned what gives the best community benefit from the most amount <br /> of people. <br /> Commissioner Brown said tonight he still does not know enough about the Merritt property and <br /> heard there was community benefit from many people to believe there were safety aspects <br /> and Foothill Road improvements, etc. so he thinks it is deserving of discussion and staff time. <br /> Commissioner Ritter noted the Bicycle, Pedestrian and Trails Committee identified the Foothill <br /> corridor as one of their top three which is part of Merritt property. <br /> Commissioner Balch said the element that helps is their CIP funding to do it, but this must be <br /> flushed out in the development agreement. <br /> A discussion ensued regarding prioritization of the items and the Commissioners came to <br /> consensus through a straw poll. <br /> Commissioner Balch moved to approve the City Council 2019-2020 Two-Year Work Plan <br /> Prioritization Process per recommendation of staff report with the choices of <br /> Comprehensive Housing Legislative Review, & Policy and Regulation Update as the first <br /> priority, Monitor and Coordinate City's Response to CASA Proposals as the second <br /> priority, East Pleasanton as the third priority, Stoneridge Mall Area Planning Framework <br /> as the fourth priority and Merritt Property as the fifth priority. <br /> Commissioner Brown seconded the motion. <br /> ROLL CALL VOTE: <br /> AYES: Commissioners Allen, Balch, Brown, O'Connor, Ritter <br /> NOES: None <br /> ASENT: None <br /> Planning Commission Minutes Page 17 of 18 February 27, 2019 <br />em seven, and Mr. Beaudin explained the City was doing <br /> this as a comprehensive housing education effort, which is not on the list and is something the <br /> Planning Commission Minutes Page 16 of 18 February 27, 2019 <br />ferred to the Merritt property and said he has lived on Foothill Knolls for 35 <br /> years, said he has been through this analysis and it appears this is the best of any options that <br /> could be presented in the area.
