yet. He was in the process of gaining more information from their residents and nearby homes
and thinks having something that is responsible and which meets standards of the
neighborhood would be welcomed. He asked that they be given full disclosures and not things
done without full notification or information and would like to work with Jim Summers if this
moves forward in order to make it a win/win.
Rennie Bowers said he lives on Foothill Road which is immediately south of the Merritt
property. They were fortunate enough to learn about this in the early stages and he was also
thankful that representatives came to his house and spent several hours explaining things.
They have lived 20 out of their 30 years in Pleasanton on Foothill Road which looks out to an
oak woodland, and he said it sounds like the sidewalk and street will be widened, add a 6-foot
bike lane, and they will need to remove almost every plant along his sidewalk giving him
essentially highway conditions closer to his home with no blockage. He asked that something
be done, stating they are one of the only homes with this impact along that stretch. He also
cited additional traffic concerns, stating there will be those driving 55 and over.
Chuck Davis, Simon Properties, referred to item five as the housing planning on a larger scale
and said he is looking forward to pursuing applications where there is already CEQA clearance
and are sobered that anything else on the site which is zoned purely commercial would require
a full General Plan Amendment, EIR and also are less than one-quarter of a mile away from a
BART station and surrounded by 8,000 to 10,000 jobs not including the mall, and to the degree
the City wants to move forward with RHNA targeted sites, they are open and thinks this needs
to be a City-led decision.
John Villalobos said he is a Foothill Farms resident. He lives on Eastwood Way and invited
representatives to come on the corner of Eastwood and South Muirwood on a Saturday
afternoon with the four-way stop sign to see cars and bikes blowing through. The proposal is
for a bike trail to empty onto South Muirwood from Eastwood, which in his view will cause
problems. He is sure there will be changes from the last attempt by the applicants to develop
the property, but he wants to be sure they address all details if duplicating what they had
previously done.
Karen Caldwell echoed the previous speaker's comments.
John Miller said his family lives on Fallwood Court and his backyard backs up to the Merritt
property and they are not fundamentally opposed to the project, but he has some concerns. He
thinks RHNA is a strategic challenge, safety is a big concern given his kids walk and bike to
school and would like to see an in depth study on the best solution to reduce and not add to
congestion.
TJ McGrath referred to the Merritt property and said he has lived on Foothill Knolls for 35
years, said he has been through this analysis and it appears this is the best of any options that
could be presented in the area. He would commit to working with the developer and residents
in the neighborhood to ensure the developer is a win/win for everybody.
THE PUBLIC HEARING WAS CLOSED.
Planning Commission Minutes Page 15 of 18 February 27, 2019
ct to be placed on the A-priority list. He commented they will also offer to pay
for a contract planner if needed to get improvements done sooner.
Scott Ose said he currently serves as the HOA president and learned about the Merritt
proposal by accident. He was sorry their HOA and neighbors were not notified and while he
thinks the developers would like support from the Foothill Knolls HOA, they could not offer this
Planning Commission Minutes Page 14 of 18 February 27, 2019
e
buildings on Johnson Drive, which are now the fronts, the service areas open to the park, the
Planning Commission Minutes Page 13 of 18 February 27, 2019
Planning Commission
