OLD VINEYARD AVENUE TRAIL <br />The City Council approved the Vineyard Avenue Corridor Specific Plan on June 1, 1999. Among <br />other changes proposed for the area was the re -alignment of Vineyard Avenue with the <br />-expectation that Old Vineyard Avenue would "remain paved but would be closed to through - <br />vehicular traffic and would revert to use by mostly pedestrians, bicyclists, equestrians, <br />emergency vehicles, and utility maintenance vehicles". The proposed improvements for the trail <br />consist of a 12 -foot wide paved surface for pedestrians, bicycles, and utility, emergency, and <br />maintenance vehicle access. The other side of the trail will consist of a 10 -foot wide multi -use <br />trail created by pulverizing the existing road section. <br />The limits of the Old Vineyard Trail as contemplated in the specific plan are from Shadow Cliffs <br />Regional Recreation- Area at the west end to Ruby Hills Trail Head at -the east end. <br />Construction has been divided into three phases due to funding. Phase 1 being the center <br />section .from Vineyard -Terrace at the west end .to Mingoia Street at the east. Phase 2 limits are <br />from the Shadow Cliffs Regional Recreation Area eastward to Vineyard Terrace. Phase 3 is <br />from Mingoia Street/Heinz Ranch Road eastward to the Ruby Hill trail head. <br />Project status: Phase 1 construction is complete. <br />■ Funding was allocated for Phase 1 in the Capital Improvement Program in 2013/14. <br />The project was advertised for bid. in May 2014, but the project was put on hold due to . <br />access requirements for the construction of the Chrisman property. <br />■ On March 2, 2017, City staff presented the project in a neighborhood meeting to <br />approximately twenty five residents to discuss re -bidding the project. <br />■ The project was. re -bid and bids were opened on April 27, 2017. <br />■ City Council rejected the sole bid for the project in their May 16, 2017, meeting. <br />■ The project was repackaged with the citywide resurfacing project and Council approved <br />the low bidder, Bay Cities Paving & Grading,_ on July 18, 2017. <br />■ The contractor crack sealed Old Vineyard in November. <br />■ The concrete: improvements for the trail were installed in November/December. These <br />improvements included new sidewalk, curb, and gutter at the trail/street intersections. <br />■ The asphalt and pulverization work occurred in February/March 2018. <br />■ Fencing and. bollards were installed towards .the end of March. <br />■ The ribbon cutting ceremony occurred on April 20. <br />❖ City Council prioritized the Old Vineyard Avenue trail on March 19, 2019 when Council <br />adopted their two year work plan. <br />Basketball Court Replacements <br />The basketball courts in three separate parks (Tawny, Meadows, and Tennis and Community <br />Park) were evaluated in early 2018 and recommended for replacement. <br />Project status: Construction is complete. <br />Based on discussions with contractors, the geotechnical engineer and evaluation of the <br />budget; the. City hired one of their on-call consultants to evaluate the renovation options, <br />so a .biddable construction plan set forthe courts, based on budget and the <br />recommendation, could be prepared: <br />Page l <br />
