Commissioner Wahl was informed by Mr. Ho that the plan calls for the inclusion of
four electric charging stations and parking spaces will be a uniform size if 8-1/2 feet
wide by 17 feet long. Commissioner Wahl questioned whether parking spaces would
be metered and placed straight or angled. She was advised there were no plans to
have parking time limits and a number of options were considered to determine the
best option for providing the largest number of parking spaces. Additionally, Mr. Ho
advised that a total of five ADA parking spaces were included in the plan and asphalt
and concrete paving would be used.
Commissioner Hottle liked the design and presentation. He felt the number of electric
parking stations seemed to be too low for the total number of parking spaces being
provided and suggested consideration be given to putting conduit in place so more
can be added at a later date. Commissioner Hottle also discussed the landscaping
and storm water plan and wanted to be sure there would be sufficient lighting in all
pathway areas. Staff provided information about discussions held with adjacent
property owners and tenants, plantings, and lighting plans.
Commissioner Fields was advised that there were plans for access from the parking
area to First and Main Streets that would be ADA compliant with crosswalk
entrances. Additional information was provided about fencing options, parking space
sizes at the Firehouse Arts Center. Commissioner Fields felt more electric charging
stations and ADA spaces should be considered and questions whether seating
spaces would encourage loitering. She was informed that seating would be in the
plaza area.
Commissioner Brown asked about plans for a gate being included in the wood
fencing. She was advised that a wooden fence already in place by McKay's needs to
be matched, also property owners and tenants are being asked to relocate trash
dumpsters to their own property.
Commissioner Hottle was advised that no consideration has been given to the
installation of security cameras and the Police Chief has not indicated there is a
concern. Commissioner Hottle again suggested planning ahead and including
conduit in case a need arises in the future.
Vice Chairperson Deckert questioned whether any concerns had been raised by
businesses in the area. He was advised that all concerns have been answered and
they are in agreement with the proposed plan.
Vice Chairperson Deckert opened the meeting for public comment.
Sharon Piekarski — commented on sections of the Trails Master Plan that indicate the
Railroad corridor Regional Trail would have significant recreation and transportation
benefits in Pleasanton especially downtown and the Downtown Specific Plan that
states "A majority of the Transportation Corridor is planned to be a bicycle and
pedestrian trail system".
Parks and Recreation Commission
March 14, 2019
Page 3
