Driveway/Curb-cut <br /> The proposal would widen the existing driveway on West Las Positas Boulevard from <br /> 35 feet to 45 feet. The applicant stated that the driveway widening would facilitate vehicular <br /> ingress and egress to the site. However, wider driveways result in longer/more substantial <br /> interruptions to the sidewalk, and tend to encourage vehicles to approach the driveway at <br /> higher speeds, which can create more hazardous conditions for pedestrians, cyclists, and <br /> other vehicles crossing the driveway. <br /> Staff, including traffic engineering staff, believes a 35-foot-wide driveway is more than <br /> adequate for ingress/egress at this site — an opening closer to 27 feet is <br /> recommended — and does not support the widening of the driveway. The applicant is also <br /> proposing to widen the southern driveway on Hopyard Road from 35 feet to 45 feet. Staff <br /> also does not support the widening of this driveway and, additionally, recommends that it <br /> be reduced to 27 feet to provide more landscaping along the street frontage while still <br /> providing adequate vehicular ingress and egress. <br /> Car Wash Circulation <br /> With respect to on-site circulation, as proposed, vehicles would exit the car wash at its <br /> north end, proceeding to either exit the site to West Last Positas Boulevard, or circulate <br /> back on to the site. As proposed by the applicant, this causes vehicles exiting the car wash <br /> to cross the path of vehicles entering the site from West Las Positas Boulevard (from a <br /> curving section of the arterial road). To address this, and minimize the potential for <br /> collisions and conflicts, staff recommends shifting the driveway on West Las Positas <br /> Boulevard to the east (toward Hopyard Road) by approximately 10 feet, which would allow <br /> for vehicles existing the car wash to be steered through a short drive lane with a stop <br /> required, before merging with or crossing the main drive aisle traffic. Figure 12 shows the <br /> recommended modifications. <br /> Other options, such as reversing the entrance/exit and shifting the car wash location <br /> southerly to improve circulation around the car wash were explored.
