For comparison and discussion purposes, the Pleasanton <br /> Municipal Code (PMC) requires service stations to provide one parking space plus an <br /> additional parking space for each employee on the maximum shift. Convenience stores are <br /> required to provide one parking space for each 150 square feet of gross floor area. The <br /> applicant stated that there would be no employee dedicated to the fuel station and the <br /> 7-Eleven employee would also be responsible for the operation of the fuel station. Based <br /> on one employee for both the convenience store and the fuel station and the proposed <br /> convenience store at 3,034 square feet, a total of 21 parking spaces would otherwise be <br /> required by the PMC. The proposal would provide 17 on-site parking spaces, which is four <br /> spaces less than the PMC requirements. <br /> The applicant has stated that as the convenience store and fuel station are located on the <br /> same parcel, it typical for some proportion of the convenience store customers will be also <br /> getting fuel, leaving their vehicle parked at the pump while they visit the store. Therefore, <br /> the applicant believes that the car spaces at the pumps should be counted as part of the <br /> proposed parking spaces. A maximum of 12 vehicles could be parked at the pumps, <br /> resulting in 29 proposed spaces per the applicant's reasoning. <br /> While some patrons may visit the convenience store while parked at the fuel pumps, there may <br /> be other patrons who would visit the store without getting fuel. For the recently constructed <br /> 7-Eleven store at the Valero station on Santa Rita Road, which has PUD zoning, the applicant <br /> provided 16 spaces, where 17 spaces were otherwise required by the PMC.
