With the intent to operate a self-service station with a drive-through car wash and a <br /> convenience market that would include the sale of alcoholic beverages on a single site, the <br /> applicant requests the current zoning of the site be changed to PUD-C in order to allow the <br /> proposed development. The proposed PUD-C zoning would require a Conditional Use Permit <br /> for the service station with convenience market with the sale of alcoholic beverages and <br /> drive-through car wash. As such, the applicant also requests the approval of a conditional use <br /> permit in order to accommodate the proposed uses. <br /> The convenience store and self-service station are proposed to operate 24-hours a day, <br /> seven-days a week, matching the existing hours, with sale of alcoholic beverages part of the <br /> merchandise sold in the store. The applicant has not indicated the percentage of floor area that <br /> would be devoted to the sales of alcohol. This information will be provided when the <br /> application returns to the Commission for its formal review. State law would prohibit alcohol <br /> from being sold between 2-6 a.m. (per California Business and Professions Code Section <br /> 25631). The drive-through car wash would be open from 7 a.m.-10 p.m. <br /> Discussion Point No. 1: <br /> Would it be appropriate to rezone the site from the current C-N District to a PUD-C District in <br /> order to allow a 24-hour convenience market with the sale of alcoholic beverages and a <br /> drive-through car wash in conjunction with the existing gas station? <br /> Site Layout, Parking and Circulation <br /> Setbacks and Building Heights <br /> The project site is located in the C-N District. The applicant has applied for PUD development <br /> plan approval for the proposed development. The PUD zoning allows flexibility in the <br /> development standards for a project and allows the applicant to propose project-specific <br /> development standards such as building setbacks, building height, parking requirements, etc. <br /> Table 1 shows some of the setbacks, floor area, and building height of the existing and <br /> proposed structures.
