In addition to a new school site,options exist for acreage to accommodate <br /> maintenance operations adjacent to the City's Operations Services Center.This strategy <br /> would also create more collaborations and efficiencies, and fewer redundancies for the two <br /> agencies due to their proximity to one another(e.g. meeting space, fueling stations, storage, <br /> etc.). <br /> 2. Are shared services between the City and District feasible with co-located maintenance <br /> facilities? <br /> Summary answer:The focus of this study was shared capital facilities that enable <br /> maintenance operations to be co-located at the City's Operations Service Center(OSC) <br /> and/or in proximity to the OSC for the reasons stated above.However,both parties <br /> acknowledge that having maintenance functions nearby could eventually lead to shared <br /> services agreements to benefit the City and District in the future.This would have to be <br /> addressed separately and would necessitate meet and confer obligations with affected labor <br /> groups, as well as a study of financial impacts and policy considerations by both governing <br /> bodies. <br /> 3. What future needs may the City have as a result of growth and build out? <br /> Summary answer:Population is expected to grow as the City reaches General Plan build out. <br /> Beyond buildout,new State housing mandates may impact previous assumptions regarding <br /> the City's anticipated maintenance responsibilities which would necessitate the City's need <br /> to preserve currently unoccupied space at the OSC. The same impacts apply to the School <br /> District regarding their ideal operational needs through build-out and beyond. Such growth <br /> will come with maintenance requirements which will likely mean adding staff and <br /> equipment.This is an important factor to be considered by the City in releasing property at <br /> the Operations Services Center, and/or considering newly acquired property in East <br /> Pleasanton in proximity to the OSC. Both considerations are noted in the report below. <br /> 4. Would having the District's maintenance facilities in close proximity near the City's <br /> Operations Services Center be better than onsite integration with the City? <br /> Summary answer:Yes;this was identified as the preferred option during the discussions and <br /> would need further study. It would also require the cooperation from East Pleasanton <br /> property owners(Lionstone or Kiewit) through an approved Specific Plan process.The <br /> concept discussed was for the District maintenance facilities to be located on vacant <br /> property adjacent or across from the Operations Services Center which might create <br /> opportunities for some shared capital facilities in the near term and potential shared services <br /> arrangements in the long-term. <br />
