Management Attachment 1 <br /> Partners <br /> To: Mr. Nelson Fialho, City Manager, City of Pleasanton <br /> Dr. David Haglund,Superintendent,Pleasanton Unified School District <br /> From: Jan Perkins,Senior Partner <br /> Mary Neilan, Senior Manager <br /> Subject: Preliminary Issues Assessment Regarding Potential Co-Location of <br /> Pleasanton Unified School District/City of Pleasanton Maintenance Facilities <br /> Date: October 2, 2018 <br /> Executive Summary <br /> Management Partners was engaged by the City of Pleasanton and the Pleasanton Unified <br /> School District to assist with a preliminary issues assessment of a proposal to co-locate the <br /> School District's maintenance facility on city property where city maintenance operations are <br /> also headquartered.The District finds it may have better uses for the property on which its <br /> current maintenance facility is located, and both City and District leaders believe there could be <br /> benefits from co-locating maintenance facilities.A preliminary assessment of the feasibility as <br /> well as a greater understanding of the pros and cons of such co-location are desired to <br /> determine whether a business plan should be developed. <br /> Two meetings with City and District staff were held as part of this preliminary issues <br /> assessment.The first was on April 26,2018, during which representatives of the City and <br /> District identified the reasons for studying the feasibility of co-locating the maintenance <br /> facilities.The second was on August 9, 2018 for the purpose of discussing Management <br /> Partners' draft analysis and next steps. <br /> This report summarizes the key policy issues, identifies 16 key questions for the parties to <br /> consider, presents four case studies of similar partnerships between public agencies,outlines an <br /> approach for a full feasibility study should one be undertaken, and recommends next steps. <br /> Key Policy Questions <br /> The policy questions identified by City and School District staff as a result of this preliminary <br /> issues assessment are as follows: <br /> 1. Is co-location of District maintenance functions at the City's Operations Services Center <br /> site feasible? <br /> Summary answer:Yes, but more detail is necessary.
