Mr.Nelson Fialho/Dr.David Haglund Page 11
Preliminary Issues Assessment of Potential Colocation of Maintenance Facilities
construction to optimize and/or increase capacity(e.g., administrative/office space;
"boneyard";the LPFD training area, excluding the tower;and the sewer building).
4. Opportunities to reduce space needs through shared services—Identify and assess
opportunities that could reduce space needs through coordination of services(e.g.,
vehicle maintenance and repair, grounds keeping, emergency operations center
functions and other ancillary services).
5. Parking and circulation requirements—Conduct a parking/circulation study of the OSC
that accounts for current and proposed uses on the site.
6. Parking impacts—Assess transportation options for employees and visitors to the site
that could reduce dependence on single occupancy vehicles and reduce overall parking
demand.
7. Utility impacts—Analyze communication requirements(e.g.,,phone,interne),power
needs assessment to determine current capacity, future needs and cost to serve co-
located functions.
8. Infrastructure—Determine the infrastructure(roads, sewers,power) impacts and costs
of alternative options.
9. Cost/benefit analysis—Conduct a cost analysis of each option, including initial
planning/design, relocation, ongoing maintenance and future capital improvements,
including projected cost savings as a result of the project.
10. Agency cost impacts—Conduct an analysis to determine the appropriate pro-rata
distribution of costs of co-location between City and PUSD.
11. Implementation Action Plan—Prepare an estimated schedule and implementation plan
to fully understand the commitment required in time, resources and staffing to
undertaking such a project(including recommendations for public engagement and key
decision points(off ramps) for the City and PUSD to consider along the way.
Part 3: Recommended Next Steps
1. Discuss the results of the preliminary issues assessment with the City Council and
School Board to determine interest in further analysis.
2. Develop policy and operational parameters under which a comprehensive feasibility
study would proceed.
3. Identify the cost of conducting the feasibility analysis, who could conduct it,how it
would be paid for, which agency will be in the lead for managing the project,
composition of the project team, and a schedule for the feasibility analysis.
