Mr.Nelson Fialho/Dr.David Haglund Page 9 <br /> Preliminary Issues Assessment of Potential Colocation of Maintenance Facilities <br /> Joint decision-making through the use of a committee comprised of members from the City <br /> and District has been successful in other joint-use operations.However,having one entity <br /> clearly in charge will be important for long term management of the center to address <br /> operational issues, supplemented by a well-defined communication strategy with the <br /> partner agency. <br /> Additionally,clear expectations should be written out in any agreement about how <br /> employees will work together in the same place in advance of any actual co-location. <br /> Utilizing a joint committee can be helpful in communicating issues and concerns as they <br /> arise,but clear management and responsibility will need to be established in a formal <br /> agreement to help ensure operational and maintenance objectives of both parties are met. <br /> Examples of some issues that would need to be decided in advance are the following: <br /> a. Who is the lead for management of the center; <br /> b. What operating rules and procedures will be in place for employees on site; <br /> c. How will conflicts be resolved; <br /> d. How will allocation of costs be determined for those costs that arise during <br /> operations and are not anticipated in an original agreement; <br /> e. To what standard will building improvements and additions be constructed; <br /> f. If noise or ventilation issues associated with ongoing operations arise,how they will <br /> be mitigated; <br /> g. Whether confidentiality requirements need to be considered regarding office <br /> arrangements;and <br /> h. How the City and District will communicate with each other. <br /> 13. What branding will be needed at a co-located site? <br /> If the District locates some functions at the City's Operations Services Center, what would <br /> be the expectations regarding branding of the site?Presumably there would be appropriate <br /> signage for the buildings,but are there other branding or naming issues that would need to <br /> be addressed? <br /> 14. What employee relations issues could arise from any next steps? <br /> Depending on the range of options to be studied in any next phase,employee relations <br /> issues that would need to be addressed by either the City, the District,or both should be <br /> identified. <br /> 15. What long term policy commitment would such a move mean for the City and District? <br /> If the District were to locate some functions on the City's site, the decision would <br /> presumably be for the long term. There may be policy considerations that should be <br /> addressed in a next phase study. <br />
