Accordingly, hillside developments would be required to adhere to Measures PP and QQ and <br />the General Plan. The complete text of Measures PP and QQ are included as Exhibit C. <br />2016/17 City Council Work Plan <br />In December of 2016, the 2017/2018 work plan development process began. The work plan, <br />adopted in March 2017, included two projects related to the current application: 1) A process to <br />study and clarify how hillside considerations would apply to development on lands within the <br />Southeast Hills area of the City; and 2) Consideration of a future residential development on <br />the Lester properties that would create a significant public amenity (including, but not limited <br />to, dedication of land for public use, improvements to Dublin Canyon Road, and a new East <br />Bay Regional Parks District staging area). <br />The Southeast Hills slope mapping was listed as an `A' priority and consideration of <br />development of the Lester properties was listed as a `B' priority. <br />Southeast Hills Mapping <br />The Southeast Hills comprise approximately 1,520 acres just outside City limits in <br />unincorporated Alameda County; the area is considered a landform that functions as a visual <br />boundary and important feature within the southeast part of Pleasanton, and likely to be <br />affected by future development. The purpose of the Southeast Hills Mapping was to ensure <br />future development would be consistent with Measure PP restrictions and minimize future <br />land -use conflicts by providing clarity to property owners and the City on issues related to <br />slope and ridgeline setbacks. <br />Through geographic information systems (GIS) mapping, site visits, studies of neighboring <br />communities (i.e., Danville, Moraga, Orinda, and San Ramon), and research, staff prepared <br />maps of the Southeast Hills and developed a methodology for identifying slopes, ridgelines, <br />and ridgeline setbacks. On December 5, 2017, the City Council adopted a methodology and <br />mapping of the Southeast Hills and found the mapping and methodology will need to be <br />applied in other parts of the City where development on hillsides is desired. The adopted <br />methodology is included in City Council Resolution 17-981, Southeast Hills Mapping and <br />Methodology, attached as Exhibit D to this report. <br />Lester Properties Development <br />The Lester properties have been desirable land for developers prior to and since Measures PP <br />and QQ and the Southeast Hills mapping, with applications from various developers and real <br />estate entities seeking feedback on single-family home development dating back to at least <br />1997. Through these past applications the City provided feedback on the proposals including, <br />but not limited to, aspects such as density, grading, visibility of development (homes and <br />retaining/sound walls), and development consistency with City hillside policies and programs, <br />which, for some of the earlier applications, predated Measures PP and QQ. <br />2015 and 2016 Preliminary Applications <br />In March 2015, several years after the adoption of Measures PP and QQ, Ponderosa Homes, <br />Inc., (Ponderosa) submitted a preliminary review application for a 39 -unit single-family home <br />development for the project site (128.5 acres) including land dedication to the EBRPD. <br />Ponderosa's application differed from prior development applications because it included the <br />adjacent Shriners' property, which allowed an alternative way of accessing the largest Lester <br />P18-0078/P18-0079/P18-0080/P18-0081/PUD-130 Planning Commission <br />10807, 11021, and 11033 Dublin Canyon Road and the parcel west of 11021 Dublin Canyon Road <br />3 of 26 <br />
